DEFIANCE COUNTY COMMISSIONERS

MONDAY, JANUARY 11, 2010

 

The Board of Defiance County Commissioners met in regular session at 8:30 a.m. on Monday, January 11, 2010 in the Conference Room in the Commissioners Office at 500 Court Street, Suite A, Defiance, Ohio 43512.  Chairman James E. Harris, Jr. called the meeting to order.  Also present were Commissioners Otto L. Nicely and Thomas L. Kime, Laura Howell, Administrator, Stephanie Metz, Clerk. 

 

Russ Herman, Defiance County Assistant Prosecutor, met with the Commissioners for an update on various pending legal matters.

 

The Commissioners held their reorganization meeting.  The 2010 Chairman is James E. Harris, Jr.; Vice-Chairman is Thomas L. Kime.  The Commissioners’ regular meetings will be held on Monday from 8:30 a.m. to 4:30 p.m. and on Thursday from 8:30 a.m. until the conclusion of business.  With the exception on the first Thursday of each month, all regular meetings shall be held in the office of the Defiance County Commissioners, 500 Court Street, Defiance, Ohio  43512.  The regular meeting on the first Thursday of each month shall be held in the Hicksville Municipal Building, start at 8:30 a.m., unless otherwise noted.  Commissioners also have scheduled a Study Session, when needed, for Wednesdays beginning at 8:30 a.m.

 

The Commissioners met in General Session and approved and signed various resolutions, contracts and documents.  The Commissioners also reviewed the calendar of events and discussed upcoming meetings.

 

The Commissioners approved the following: Unappropriated in general fund:  $1,022,619.17; Interest: $2,483,098.41; Special funds: $56,246,026.69.

 

Defiance County Board of Commissioners rejected all the bids (Mark Moats Ford-$21,299.00 each and Byers Ford - $21,229.00 each) for 2010 Sheriff Cruisers received on December 28, 2009, and the County will instead utilize the State of Ohio Department of Administrative Services Cooperative Purchasing Program for said purchase ($18,332.00 each) at a total cost savings of $5,794.00 for the purchase of two (2) cruisers for Defiance County.

 

Warren Schlatter, Defiance County Engineer, met with the Commissioners for his weekly update.  Warren submitted his December 2009 Accumulated Revenue Report.  During 2009, the Engineer’s accumulated revenue was $4,031,033.00 compared to $4,170,922.09 for 2008 and $4,178,621.80 for 2007.

 

Sandra Schappert, Defiance County Child Support Enforcement Agency Director, met with the Commissioners for an update.  Sandy reported $7,364,390.00 in total collections for 2009, down approximately $300,000.00 from calendar year 2008-due to economy and the courts are issuing more shared parenting orders with no support to be paid.  Sandy reported the following for the fourth quarter of 2009- 75 new support orders, 41 paternities established, 26 genetic testings completed, 132 hearings scheduled and 4 criminal non supports.

 

The Commissioners held a public hearing regarding the vacation of a portion of Blacker Road with Warren Schlatter, Defiance County Engineer, and landowner Roger Zeedyk in attendance.  The Board adjourned the public hearing to January 25, 2010 at 3:00 pm at the Commissioners’ office to give the Defiance County Engineer time to research options for a turn-around at the new terminus of the road.

 

The Commissioners met with Jerry Overmier, Beilharz Architects, and Tina Hiler, Defiance County Senior Services to discuss the Senior Center Project.  The Board approved awarding the Senior Center Project as follows: General Contract – Rupp/Rosebrock, Inc. $1,217,089.00; Fire Suppression – Absolute Fire Protection $47,900.00; Plumbing – L.R. Babcock $72,673.00; Gast Plumbing & Heating $160,500.00; Electrical – L-A Electric $226,869.00. 

 

The Commissioners held a public informational meeting, in conjunction with Washington Township Trustees, regarding possible vacating/closing/improving the bridge on Bostater Road east of Mulligans Bluff Road.
