OPENING:    

 

The regular meeting of the Board of Defiance County Commissioners was called to order at 8:30 a.m. on Thursday, January 17, 2002, in the Conference Room of the Board of Defiance County Commissioners, 500 Court Street, Suite A, Defiance, Ohio  43512 by Chairman Otto L. Nicely.

8:30 a.m.        General Session

 

9:00 a.m.        John Bridenbaugh and Sam Strausbaugh, Defiance Metal Products, and Doug Rath, Wastewater Operations, met briefly with the Commissioners to discuss the proposed sewer rate increase.  The group met to brainstorm possible ways to reduce costs.  The representatives were advised by the Commissioners to finish installing their flow meter equipment so a more accurate account of usage could be kept.   Currently, DMP is being billed for estimated usage.  When the meter is hooked up, a more accurate usage figure will be available for costing.

 

9:30 a.m. – At this time Commissioner Nicely left the meeting to attend a CCAO retreat. 

 

Gaylon Davis, County Engineer, stopped in at 9:40 a.m. with his recommendation for the Jericho Road Bridge Project.  Mr. Davis recommended the bid be awarded to E. J. Meyer and Sons, Inc. in the amount of $161,386.80.  The low bidder was R. G. Zachrich; however, a bid requirement for this project was that the contractor be pre-qualified.  Zachrich IS pre-qualified but not as a Bridge Level I Contractor, which is what is required for the Jericho Road Bridge.

9:45 a.m.        Becky Wagner, Operations Manager/Administrator, presented her weekly report.  She reported that a plugged septic line at Evergreen Lane Office Complex had been repaired.  She also noted that Lee Sonnenberg of Rural Development has been notified that bond counsel for the Brunersburg Sewer project will be Tom Wilson of Peck, Shaffer and Williams.       

 

10:00 a.m. – Kim Moss, Health Commissioner and Craig Richards, Director of Environmental Health, met with the Commissioners to review codes regarding foundations and pads at mobile home courts.  Commissioners had received a complaint regarding a cracking, shifting and deteriorating mobile home foundation at an area mobile home park.  Commissioners  and the Health department reviewed various policies regarding foundations and pad requirements.  The County Health Department has the authority to enforce the regulation – a letter will be sent to the mobile home park owner regarding the problem

 

Another issue discussed was the 200’ sewer hook-up requirement.  Currently, regulations specify a homeowner living within 200’ of a sewer system must hook up.  Questions have arisen concerning homeowners with residences past the 200’ limit.  Currently, the Health Department’s opinion is that ANYONE in the area of the sewer that can hook into the system, must hook up, depending on accessibility.  The Health Department will be creating a policy concerning this to present to their Board. 

 

Another discussion centered on agricultural manure management.  There are specific requirements in regard to spreading dry or liquid manure on fields.  Commissioners asked

 

Ms. Moss to see if closer tabs could be kept on those requesting permits to spread waste on fields and if violators could be fined if caught.  She will see what changes can be made.   

 

10:30 a.m.      Doug Rath, Wastewater Operations Manager and Otto Gerdeman and Bob Hooley, Poggemeyer Design Group, met with the Commissioners for a review of the Informational hearing held on Monday, January 14 regarding the Brunersburg Sewer project.
