DEFIANCE COUNTY COMMISSIONERS

THURSDAY, FEBRUARY 10, 2005

 

The Board of Defiance County Commissioners met in regular session at 8:30 a.m. in the Conference Room of the Defiance County Commissioners, 500 Court Street, Suite A, Defiance, Ohio  43512 on Thursday, February 10, 2004.  The meeting was called to order by Chairman Otto L. Nicely.  Also present were Commissioners Thomas L. Kime and Richard L. Cromwell; Becky Wagner, Administrator; Alison Grimes, Clerk and Joan Brown, Deputy Clerk. 

 

8:30 a.m.      General Session      Commissioners approved and signed various resolutions, contracts and documents, approved several travel requests, reviewed the agenda items and the calendar of events, discussed upcoming meetings and updated information for the calendar of events.

 

They reviewed information from January submitted by Jean Ziegler, Clerk of Courts, which noted the following sales:  new cars – 83; used cars – 1,228; new trucks – 84; used trucks – 444; vans – 29; motorcycles – 19; manufactured homes – 27; trailers – 9; travel trailers – 5; motor homes – 7; off-road vehicles – 16 and 2 watercraft.  $11,763.58 was deposited to the county general fund.

 

City Fire Chief Bill Wilkins stopped in to briefly discuss several items discussed during the LEPC (Local Emergency Planning Committee) critique of the recent flood.

 

Heather Huffman, Help Me Grow Project Coordinator, also stopped in to introduce Stacie Hummel, a new employee for that department.  Stacie will be a Family Support Specialist.  Through referrals, Stacie will educate families and assist in expanding their capacity to utilize various community resources to nurture their child’s development.  Parents with a child with development disabilities aged 0 through 3 years or is interested in more information is urged to contact the Help Me Grow office at 419.782.6934 or 888.648.8732.  Their website address is:  www.helpmegrowdefiance.com. 

 

The Commissioners received word from CCAO (County Commissioners Association of Ohio) that the Governor’s Executive Budget proposes to cut counties’ local government fund dollars by 20% beginning January, 2006.  The proposal includes the following:

 

          20% cut to counties and cities

          10% cut to townships and villages

          5% cut to libraries

 

These cuts would begin January 2006 and would be in effect for the rest of the biennial budget.  County Commissioners urge all officials to contact lawmakers to oppose these cuts.l  

 

9:30 a.m.      Becky Wagner, County Administrator, presented her weekly update at this time and informed the Board of the following:

 

We received notification from the Bureau of Workers’ Comp approving an estimated 15% discount for Defiance County as all employees attended the Drug-Free Workplace training. 

 

The Defiance County Department of Job and Family Services will be holding several Town Meetings to get input from community partners to assist in building a system of measuring

 

 

 

customer expectations and development of performance outcomes for child protective services, income maintenance, workforce development and organizational support.  Four sessions are scheduled: Thursday, March 17 or Thursday, March 24 from 9:00 a.m. to 12:30 p.m. or Wednesday, March 16 or Wednesday, March 23 from Noon to 4:00 p.m.  For further information, please call the Job and Family Services Department at 419.782.3881.

 

A meeting to review the latest Workers’ Comp report will be scheduled with all elected officials.

   

Ron Cereghin, Maintenance Supervisor, is obtaining quotes for a new mower.

 

 

10:30 a.m.    Olivia Binkley and Lee Sonnenburg, Rural Development; Rick Weaver, Poggemeyer Design Group and Greg Reinhart, County Wastewater Operations Director met with the Board to review the Auglaize River and the Indian Bridge Lane Sewer projects.  Sherry Carnahan, Deputy Clerk, attended the meeting in place of Joan Brown.  The group reviewed financing options for both projects. 

 

Estimated cost of the Auglaize River Sewer project is $5,931,930, would service approximately 250 users on both the east and west sides of the river and would take over a year to build.  The County anticipates 35% funding from Rural Development for this project which would be available in 2005 or 2006.  Other funding sources (grants and loans) include CDBG and the US EPA.  The Board will look at continuing this project if all funding sources become available in either 2005 or 2006.        

 

Construction is approximately 60% complete on Indian Bridge Lane.  Rick Weaver noted that the pump station is due to arrive next week.  Sherry will forward a spreadsheet of the data concerning the project to Olivia at Rural Development. 

 

 

After the representatives from Rural Development left, Mr. Weaver remained to address several issues regarding the upcoming Standridge Rail Spur bid opening.
