DEFIANCE COUNTY COMMISSIONERS

MONDAY, FEBRUARY 13, 2006

 

The Board of Defiance County Commissioners met in regular session at 8:30 a.m. in the Conference Room of the Board of Defiance County Commissioners, 500 Court Street, Suite A, Defiance, Ohio 43512 on Monday, February 13, 2006.  Chairman Thomas L. Kime called the meeting to order.   Also present were Commissioners Otto L. Nicely, Richard L. Cromwell, Becky Wagner, Administrator, Lyla Gurwell Clerk, and Joanne Goerlitz, Deputy Clerk.

 

8:30 A.M.     General Session - The Commissioners were presented with various resolutions and documents for approval.  Commissioners also reviewed agenda items, discussed upcoming meetings and reviewed and updated the calendar of events.

 

9:30 A.M.     Bob Arend, Arend Enterprises discussed the Manatron Agreement with Commissioners.  Mr. Arend reported the Assistant Prosecuting Attorney, Russ Herman was currently reviewing the document and will forward to Bob upon approval.  The agreement provides software updates and training for the Auditors and Treasurers staff. 

 

Mr. Arend reported that it is important to upgrade the current system within the next (2) years as support for the current system will no longer be available.

 

10:00 A.M.    Defiance County Engineer, Warren Schlatter met with the Commissioner during his scheduled Monday meeting.

 

The Commissioners opened bids for the 2006 Crushed Aggregate as well as 2006 Bituminous Materials.

 

2006 Crushed Aggregate Bids received as follows:

 

Custer Stone Co. – Napoleon, OH – Stone type #1, #2 & #4’s came in at $6.90/ ton, #6’s, #57’s, #76’s, and #8’s came in at 7.35/ ton, # 8’s washed came in at $7.75/ ton, # 9’s came in at $7.35/ ton, #9’s washed came in at  $7.75/ ton, #10’s came in at 5.20/ ton, #304’s came in at $5.50/ ton#411’s came in at 5.50/ ton, Type’s A & B came in at $12.50/ ton, Type C came in at $10.75/ ton and Type D stone came in at $9.25/ ton.

 

Hanson Aggregate – Sylvania, OH – Stone type #1 & #2 came in at $7.20/ ton, #4’s came in at $7.00/ ton, #6’s came in at $6.50/ ton, #57’s came in at $6.60/ ton, #8’s came in at $7.40/ ton, # 9’s came in at $6.10/ ton, #10’s came in at $5.70/ ton, 304’s came in at $5.70/ton, 411’s came in at $5.20/ ton, and Type D came in at $7.50/ ton.

Asphalt Materials – Oregon, OH – MWS 90 (300,000 Gallons) $.8967/ gallon Pick-up price and $.97/ gallon delivered price, MC 30 (25,000 Gallons) $1.70/ gallon Pick-up price & $1.7733/ gallon delivered price.  RS 2 (10,000 Gallons) $.8967/ gallon Pick-up price and .97/ gallon delivered price, RS 2P (10,000) $1.19 Pick-up price and $1.2633 delivered price, AEP Prime (25,000) $1.02/ gallon Pick-up price, and $1.0933 delivered price,

 

Central Oil Asphalt, Weston, OH – MWS 90 Pick-up and delivered price $.9722/ gallon. RS 2 Pick-up and delivered price $.9722/ gallon, AEP Prime (25,000 Gallons) $1.30/ gallon Pick-up price and $1.39/ gallon delivered price.

 

The Board of Commissioners will take the bids under advisement and award the bids at a later date.

 

Warren also requested a resolution for authorization to participate in the ODOT Cooperative Purchasing Program for a 2006 International Truck Chassis for use in general road construction, maintenance and snowplowing.

 

10:30 P.M.    Lisa Karcher, Maumee Valley Planning Senior Planner held the first Public Hearing for the 2006 CDBG Formula Funding Program. 

 

Lisa presented a list of programs that are available to local counties, villages and townships for application during the State of Ohio FY 2006 program year.  Lisa explained that to be eligible for funding, all projects must meet one of the three National Objectives.  The objective must benefit low to moderate-income persons, Aid in the prevention or elimination of slum and blight and meet community development needs having a particular uniqueness or urgency.

 

Lisa also explained that Maumee Valley administers the (CHIP) Community Housing Improvement Program, which is a community-wide approach to the improvement and provision of affordable housing for low and moderate-income persons.  The Housing Development Assistance Program, which provides financing for eligible housing projects to expand the supply of decent, safe affordable housing for very low to moderate-income persons and households.  The Community Housing Development Organization Operating Grant has a goal to provide limited operating support to organizations to continue affordable housing development and to provide capacity building opportunities to new organizations. The Homeless Assistance Grant which provides continuum of housing/ services and assistance to move persons from homelessness to permanent housing through the provision of emergency shelter, direct housing, and transitional housing. 

 

Lisa explained that it is crucial when applying for assistance that the application must be filled out properly.  Anyone having questions about these programs or other programs offered through Maumee Valley Planning can reach Lisa at MVP at 419.784.3882. 11:00 A.M.    Megan Browning, Principal, Public Finance Representative for Seasongood and Mayer, LLC based in Columbus, Oh came n to update the Board of Commissioners on their programs they currently offer.

 

Lisa explained that Seasongood and Mayer was ranked as the #1 Ohio Public Finance Investment Banking Firm fro the eleventh consecutive year as well as #1 Ohio Financial Advisor for the fifth time in the past ten years.

 

The Board of Commissioners will review the materials received from Megan and discuss upcoming projects that may be applicable to their services.

 

 

2:30 P.M.     The Commissioners held a Study Session and invited Defiance City Board of Control members in for further discussion on the Elliott Road Project.  There were no definite decisions made during the meeting.  There will be ongoing discussion concerning the water and sewer portion of the project.
