OPENING:    

 

The regular meeting of the Board of Defiance County Commissioners was called to order at 8:30 a.m. on Thursday, February 14, 2002, in the Conference Room of the Board of Defiance County Commissioners, 500 Court Street, Suite A, Defiance, Ohio  43512 by Chairman Otto L. Nicely.

C.                OPEN ISSUES/DISCUSSION

 

Jean Ziegler, Clerk of Courts, submitted her January report.  1,767 titles were issued; 94 for new cars, 1,047 for used cars, 63 new trucks, 392 used trucks, 45 vans, 5 motor homes, 31 off-road vehicles and 23 watercraft.  Total collected for the General Fund was $5,901.65.

 

Randy Vogel, County Humane Agent, also submitted his January report.  His office investigated 121 complaints; 36 dogs were taken to the Shelter, 16 various warnings were issued, 3 citations handed out and he logged 2,042 miles on the county van.

 

Morris Murray, Child Support Enforcement Director, submitted his 2001 Summary Report.  His office handled approximately 2,558 cases and collected $7,737,363.  The Child Support office is currently averaging about 1,500 incoming calls per month and approximately 350 walk-in clients.

 

Gaylon Davis, Defiance County Engineer, submitted six bridge replacement drawings for Commissioner’s approval and signatures:  Christy Road Bridge, .25 miles north of Nagel Road; Rosebrook Road Bridge, .50 miles north of State Route 18; Allen Road Bridge, .15 miles west of State Route 66; Openlander Road Bridge, .20 miles south of State Route 249; Rosedale Road bridge, .25 miles south of State Route 2 and Thiel Road Bridge, .45 miles east of Cicero Road.  These replacements are planned for 2002. 

 

D.        APPOINTMENTS

 

8:30 a.m.        General Session

 

9:00 a.m.        Scott McDonald, resident, stopped in to speak to the Commissioners regarding the Brunersburg Sewer Project.  He has several currently vacant lots where a house will eventually be built but was informed by Poggemeyer Design Group that, unless a house was present, a grinder pump would not be installed on the property.  Mr. McDonald told the Commissioners that he had been assessed for three EDU’s in 1999.   The Commissioners will double check with Poggemeyer, but if Mr. McDonald has been assessed for the grinder pumps, then he will receive them.   Doug Rath called back later to let the Commissioners know that a pump will be kept back for Mr. McDonald for when he needs it.  He will contact Mr. McDonald to let him know.

 

Doug Rath noted, after Mr. McDonald left, that over 80 permits have been sold to residents wanting to hook up to the Brunersburg Sewer.

 

9:30 a.m. – Becky Wagner, Operations Manager/Administrator, met with the Commissioners to present her weekly update.

 

She received three quotes from Mark Hopper for the generator trailer.  Custom Tank Technology, Wisconsin - $3,518.00; United Rentals, Toledo - $7,189.00 and Clemens Mobile Welding, Defiance - $3,295.00.  Commissioners gave their approval for Mark to review the options offered for each trailer and choose the trailer that best fits his needs.

 

 

Received approval for a request from the Humane Agent for a larger cage to be placed behind the City police department for temporary housing of stray dogs.  The cage that is currently there is not big enough to hold a large breed dog.

 

Ms. Wagner also received bids, through Marge McCurdy, Maintenance Supervisor, for the replacement of the metal-framed windows at the Sheriff’s office.  The following proposals were received:  McDonalds - $15,366.00; Duerk Construction - $14,910.00; Yoder –

$14,910.00 and Baker-Shindler - $14,632.00.  The proposal submitted by Baker-Shindler was accepted.  Also, a new door and frame will be replaced at the Sheriff’s office as it is rusted through.  The cost for this is $450.00 and will be replaced by County maintenance personnel.

 

A Joint Ditch 40 meeting will be held Monday, February 18 at 1:00 p.m. at the Defiance Soil and Water offices.

 

10:30 a.m. – Tim Houck County Environmental and Administrative Services Director, and Deb Centers, Clerical Specialist, met with the Commissioners to open bids for the 2002 mowing season.  Bidders in attendance were John Kreis and John Zesing – Erie Mowers and Corbin Schlatter – Nature’s Way Lawn Care.  Bids were received from the following:

The bid includes mowing the County Airport, the Humane Shelter, the County’s roadside park on State Route 15, the County Highway Garage area and Auglaize Village. The bids also includes trimming.

After the bid opening was completed, Tim submitted his January Landfill fee report.  He informed the Commissioners that, during January, in-district waste received at the Landfill totaled 5,457.66 tons, out-of-district waste was 253.54 tons and out-of-state waste received was 53.75.  Total amount due to the Solid Waste District for January equals $6,072.24.

 

11:30 a.m.      Matt Cordonnier, Maumee Valley Planning, met to open bids for the FY2001 Formula Program Perry Street Waterline Project for the Village of Hicksville.  Rick Weaver, Project Engineer, Poggemeyer Design Group was also on hand to open bids.  Others in attendance included the following:  Zoe Anderzack, Anderzack-Pitzen; Steve Okuley, Heer Excavating; Scott Deitering, J & M Excavating; and Mike Hetrick, Perrysburg Pipe.  Bids were received from the following:

The Engineer’s estimate is $47,000.00.  Mr. Weaver will review the bids and present the information to the Hicksville Village Council during their Monday meeting.  He will then submit his recommendation to the Commissioners. 

 

Rick also introduced Melinda Page, a new engineer working for Poggemeyer’s.

After the bid opening, Matt Cordonnier reported that C & S Truck Bodies, Defiance, submitted a request for funding for a start-up business.  The business is requesting $60,000.00 from the Revolving Loan Fund.  C & S Truck Bodies is a new start-up business that would establish a dealership in this area that would specialize in the installation and modification of new truck bodies, frame lengthening/shortening, drive shaft work and custom fabricating.  Total anticipated funding is $200,000.00 - $120,000 from State Bank for equipment, $60,000 from the Revolving Loan Fund for equipment and inventory and $20,000 from the owner for equipment.
