DEFIANCE COUNTY COMMISSIONERS

MONDAY, FEBRUARY 14, 2005

 

 

The Board of Defiance County Commissioners met in regular session at 8:30 a.m. in the Conference Room of the Defiance County Commissioners, 500 Court Street, Suite A, Defiance, Ohio  43512 on Monday, February 14, 2004.  The meeting was called to order by Chairman Otto L. Nicely.  Also present were Commissioners Thomas L. Kime and Richard L. Cromwell; Becky Wagner, Administrator; Alison Grimes, Clerk and Joan Brown, Deputy Clerk. 

 

 

8:30 a.m.      General Session      Commissioners approved and signed various resolutions, contracts and documents, approved several travel requests, reviewed the agenda items and the calendar of events, discussed upcoming meetings and updated information for the calendar of events.

 

Everyone was reminded that county offices will be closed Monday, February 21 in observance of President’s Day.  The next scheduled Board meeting will be Thursday, February 24.

 

The Board and staff then reviewed the status of current/upcoming projects.

 

Commissioners also discussed a proposed increase in waste disposal fees.  Currently at $2.00 per ton, Taft is proposing to add $1.75 to fund the Ohio EPA and $1.00 to fund Ohio Department of Natural Resources for a new total fee of $4.75.

 

The Board also received notification from the Ohio Department of Development that the county’s designation as a “situational distressed” county has been extended for another 12 months, from January 1, 2005 through December 31, 2005.  

 

10:00 a.m.    Warren Schlatter, Defiance County Engineer, met with the Board to open bids for Crushed Aggregate and Bituminous Materials.  Also attending the bid opening was: Steve Pace from Asphalt Materials, Oregon, Ohio.

Commissioners accepted all bids as presented.  Mr. Schlatter will review them and submit his recommendation next week.

 

Warren submitted a final change order requiring Commissioner Nicely’s signature for the Clinton and Hopkins Streets Bridge project which noted a decrease of $45,694.84.  He also set dates for bid openings for the following:

 

 

Vegetation Control and Crack Seal         Monday, March 14 at 10:00 a.m.

Paving of Various Roads (Issue II)          Thursday, March 24 at 10:30 a.m.

 

 

10:30 a.m.    Tim Houck, Landfill Manager, presented a Landfill/Environmental Services update.

 

He submitted the January Landfill District Fee Pay-in report which showed the following:

 

          In-District tonnage                       7,138.93

          Out-of-District tonnage                    627.92

          Out-of-State tonnage                        46.52

 

Total amount due to the District for the month of January was $8,487.81.

 

Tim continues to promote the county landfill and has acquired several new waste streams which add to the overall income of the landfill.

 

8,617.09 tons and 23,003 cubic yards of waste were received in January at the Landfill.  Also during January, the Hicksville Transfer Station on Gingrich Road took in $247.00.

 

The following items are being accepted through various recycling program:  re-chargeable batteries, tires, mercury, computers, cell phones and school paper.  For further information, please call the Environmental Services office at 419.782.5442.

 

The yearly road litter collection program is just beginning.  Per the grant’s requirements, 905 miles of roadway must be cleared of litter before the end of the year.

 

The Landfill was inspected by the Ohio EPA on January 26 and no violations were found.

 

The annual Litter Recognition Breakfast is scheduled for Friday, April 29 at Defiance College.

 

The next Four County Solid Waste District meeting is scheduled for Monday, April 25th at Paulding County Commissioners’ office.

 

 

1:30 p.m.      Rick Weaver, Poggemeyer Design Group, met with the Board to open bids for the Standridge Rail Spur project.  Also attending the bid opening was: Will Burns, Maumee Valley Planning; Brian Smucker, Heer Excavating; Craig Connor, Great Lakes Rail Service; Dennis Hines, Miller Brothers Construction; Bill Duerk, Duerk Construction; and Dave Battin, Diversified Road and Pipe.

The Board accepted the bids as presented.  Mr. Weaver will review the bids and return with a recommendation sometime next week.

 

 

2:00 p.m.      Larry Plummer, R and L Enterprises, met with the Board for a status report on R and L Enterprises Industrial Park.  Both Rick Weaver and Will Burns remained for this meeting.  Mr. Plummer is expecting legal paperwork to be completed shortly.  The group also discussed the rail spur project.
