NEWS RELEASE
The Board of Defiance County Commissioners
met at 8:30 a.m. in the Conference
Room of the Board, 500 Court Street, Defiance, Ohio 43512
on Thursday, February 20, 2003. The meeting was called to order by Thomas
Kime, Chairman. Present were Commissioners
Thomas L. Kime and Otto L. Nicely;
Commissioner Richard L. Cromwell was absent as
he was attending a CCAO Legislative Committee meeting in Columbus. Also present were Becky
Wagner, Operations Manager; Alison Grimes, Clerk and Joan
Brown, Deputy Clerk.
8:30 a.m. General
Session – Commissioners approved and signed various resolutions and documents, approved
several travel requests, reviewed the agenda items and the calendar of events,
discussed upcoming meetings and updated information for the calendar of events.
During General Session, Commissioners approved the
annexation petition presented by Stephen Ruyle and Garry Rodenberger. The petition requested the annexation of
approximately 7.575 acres in Defiance
Township to the City of Defiance. Copies of the petition, filed January 13, 2003 with the Clerk for
the Board of Commissioners were also delivered to Defiance
Township and the City of Defiance
for their review. Per Ohio Revised Code,
Section 709.023, the township was, within 25 days of receipt of the petition,
to adopt a resolution or ordinance consenting or objecting to the
petition. As Defiance
Township failed to file an
ordinance or resolution within 25 days of the filing of the petition, it is therefore
deemed to constitute consent to the proposed annexation. Copies of the resolution approving the
annexation will be forwarded to Defiance
Township and the City.
Commissioners also signed the January Solid Waste District Fee
Report. Below is a breakdown of the
tonnage received during the month of January:
In-District
4,505.85 tons
Out-of-District 83.51 tons
Out-of-State 28.92 tons
Total 4,618.28 tons
Total fees collected were $8,937.35.
9:30 a.m. Operations/Administration - Becky
Wagner, Operations Manager, presented her weekly report. The February Safety Committee meeting was
held Tuesday, February 18 at 8:00 a.m.
in the Public Safety Services facility.
The newly-organized group elected Sharon Scheuerman,
Auditor’s office, as
Chairman, Doug Engel, Sheriff’s Department, as Vice-Chairman
and Julie Fowler, Public Safety Services, as
Secretary. Other members include: Russ
Herman, Prosecutor’s Office, Alison Grimes, Commissioner’s
Office, Mark Hopper, Public Safety Services,
Joe Coressel, Senior Services Center, Jeff Ankney, Soil and Water Conservation
District, Tim Houck and June Crosser, Environmental
& Administrative Services/Landfill, Randy Vogel, Humane Agent, Alice Mack,
Juvenile Probation, Kim Moss, Health Department, Marilyn Partee, Job and Family
Services, and Nancy Mack, Good Samaritan.
Mike Fahle, BWC, Toledo
office, also attended the meeting to offer his expertise regarding safety and
safety committees. Meetings will be held
monthly.
Mark Hopper, Public Safety Services Coordinator, is setting
up weather-spotting training for March 12.
The training will be open to the public and will be held at the Defiance
Junior High auditorium. For further

Becky will be meeting with Ken Keller, First Insurance and
Investments, regarding the County’s compliance with HIPAA.
10:45 a.m. Jerry
Hayes, Economic Development Director, stopped in briefly to obtain signatures
on a TIF (Tax Increment Financing) agreement with De Kline Dairy. TIF funds will be earmarked for road
improvements on Moser Road,
Adams Township.
De Kline Dairy will be responsible for
$115,000 of the public improvements, plus interest costs for ten years.
11:00 a.m. Landfill – Tim Houck,
Landfill Manager, and June Crosser, Assistant Manager, met with the board to
present the Landfill’s monthly update.
Before presenting his update, however, Tim opened bids for the 2003
Mowing Contract. Also attending for the
bid opening was Evan Peckinpaugh, Corbin Schlatter, Nature’s Way and Linda
Bostelman, Classic Lawn Design. Bids

The bids will be reviewed by Tim and he will present his
recommendation some time next week.
Bids for the Landfill’s Water Wagon are scheduled to be
opened Thursday, February 27 at 11:30 a.m.
Also attending the meeting this morning was Dirk Plessner,
Eastman and Smith. The group reviewed information pertaining to
Manville’s solid waste stream.
The next Solid Waste District meeting is scheduled for
Monday, April 21st at 1:30 p.m.
at Paulding County.
