OPENING:    

 

The regular meeting of the Board of Defiance County Commissioners was called to order at 8:30 a.m. on Thursday, February 21, 2002, in the Conference Room of the Board of Defiance County Commissioners, 500 Court Street, Suite A, Defiance, Ohio  43512 by Chairman     Otto L. Nicely.

C.                OPEN ISSUES/DISCUSSION

 

Commissioners discussed the bid opening for the lease of the County farm land scheduled for February 28, 2002, at 9:00 a.m.

 

Sherry Carnahan, Deputy Clerk, reviewed the Mitigation Measurers pertaining to the Brunersburg Sewer Project and Commissioners signed a letter to the USDA-Rural Development. 

 

D.        APPOINTMENTS

 

8:30 a.m.        General Session

 

9:00 a.m.        Karen Tubbs, Defiance County Treasurer, reviewed banking procedures. In light of the situation at the Oakwood Bank, Commissioners and the County Treasurer have requested representatives from the banks holding Defiance County's deposits attend a meeting on March 11, 2002, at 1:15 p.m. to discuss the collaterization of money invested in the name of Defiance County. 

 

9:30 a.m. – Dennis Miller of Maumee Valley Planning met to discuss a 2.2% loan for the Express Sewer from Ohio Water Development Authority (OWDA).  Also, reviewed documents and a Resolution to be passed in order to proceed with the loan. 

 

10:00 a.m. – Commissioners went into EXECUTIVE SESSION regarding Liquidating Property.  Motion to enter Executive Session – Darrell               Second – Otto

 

EXECUTIVE SESSION ended at 10:32 a.m.

 

10:30 a.m. – Tim Hutchinson and Russ Herman, Assistant Prosecuting Attorneys, reviewed annexation laws applicable to the continuation of the annexation hearing for the Masterson property located northeast of Defiance, which is scheduled for Monday, February 25, 2002, at 10:00 a.m. at the Commissioners' office.  

 

11:00 a.m. – Karen Tubbs, Defiance County Treasurer, and Tom Wilson of Peck, Shaffer & Williams, bond counsel, met with information regarding the Brunersburg Sewer Project.    A bond issue for mid-year 2002 was also reviewed.  Bond counsel anticipates an interest rate between 4.4% and 4.8%.
