DEFIANCE COUNTY COMMISSIONERS

MONDAY, FEBRUARY 27, 2006

 

The Board of Defiance County Commissioners met in regular session at 8:30 a.m. in the Conference Room of the Board of Defiance County Commissioners, 500 Court Street, Suite A, Defiance, Ohio 43512 on Monday, February 27, 2006.  Chairman Thomas L. Kime called the meeting to order.   Also present were Commissioners Otto L. Nicely, Richard L. Cromwell, Becky Wagner, Administrator, Lyla Gurwell Clerk, and Joanne Goerlitz, Deputy Clerk.

 

8:30 A.M.     General Session - The Commissioners were presented with various resolutions and documents for approval.  Commissioners also reviewed agenda items, discussed upcoming meetings and reviewed and updated the calendar of events.

 

The meeting that would normally be held in Hicksville on the first Thursday in March has been changed due to necessary changes on the schedule on March 2, 2006.  The Hicksville meeting will be held the following Thursday, March 9, 2006 at 8:30 a.m.

 

The Commissioners signed letters of support for proposed construction of two new housing facilities in Defiance County.  One project would consist of up to 50 housing units for seniors and the other project would consist of up to 50 family units consisting of 100% affordable rental units for persons with no special needs.  These projects are in the very early stages and there are no definite plans for construction at this time.

 

Deputy Clerk, Sherry Carnahan came in to discuss the financial report on the Express Sewer. 

 

10:00 A.M. Defiance County Engineer, Warren J. Schlatter cam in for his weekly update. 

 

Warren presented information from ODOT on proposed revisions to the legislation for the Defiance County US SR24 project.  The revisions are to county and township roadways.  The Commissioners will respond to the engineer after they review the paperwork.

 

Warren also discussed setting up bid dates for the 2006 Bridge Materials.

 

10:30 A.M.  Defiance County Child Support Enforcement Agency Director, Morris Murray came in to update the Commissioners.

 

Morris reviewed the status report for January which reflected approximate caseloads with orders being at 2,714 and cases without orders were 219.  The 2006 collections year-to-date as of January 31, 2006 was $655,374, and the average collection per case is $241.  Morris currently employees fourteen (14) full-time persons at the Child Support Enforcement Agency.

 

11:00 A.M. Board of Elections Director Wayne Olsson came in to discuss the contract for the Voting Machines. 

 

There were a few options to choose from which included full service onsite election support for two elections during the year. 

 

 

 

The option chosen by the Board of Elections consisted of the county programming their database, one onsite visit from an elections specialist to review database readiness, unlimited help desk support, real time resolutions.  This option also includes 24/7 on-call coverage for 365 days at no additional charge.  The county currently owns 149 voting machines.

 

Russ Herman is reviewing the contract language and will offer his approval to the March 1, 2006.
