The regular meeting of the Board of Defiance County Commissioners was called to order at 8:30 a.m. on Thursday, February 28, 2002, in the Conference Room of the Board of Defiance County Commissioners, 500 Court Street, Suite A, Defiance, Ohio 43512 by Chairman Otto L. Nicely.

Awarded bids for the Landfill Equipment - Dozer and Pan Scraper. Both went to the Holt Company, Perrysburg. The Dozer is a new D8RW8A at a cost of $426,641.00 and the Pan Scraper is a 2000 627F, with 1,500 hours, priced at $410,000.00.
Also awarded bid for Soil and Waters Dwight Ditch Project #97-14. Rosengarten Construction, Ottawa, received the bid at $4,205.00.
8:30 a.m. General Session
9:00 a.m. At this time, the Board of Commissioners opened bids for the cash leasing of the Countys farm ground. Interested bidders in attendance were: Russell Zeedyk, Louis Shininger, Wallace Ordway, Michael Bishop, and Dan Schindler. Bids were received from the following:

9:15 a.m. Gaylon Davis, County Engineer and Steve Graf, Administrative, stopped in regarding the County Highway Garage contract. It was ratified Tuesday, February 25, 2002 and he requested Commissioners approval of the contract (needs to be done within three days of ratification).

9:30 a.m. Becky Wagner, Defiance County Operations Manager/Administrator, presented the following during her weekly update: She reviewed two quotes from Marge McCurdy, Maintenance Supervisor, for blinds at the Sheriffs Department. The first quote, from Village Interiors, was for $1,680 and the second, from Deluxe Cleaners, was for $2,796. Commissioners approved the quote from Village Interiors. She reviewed a policy request from Randy Vogel, County Humane Agent, in regard to transportation/disposition of seriously injured animals. If the Humane Agent picks up an animal that is seriously injured, he will contact a local veterinarian and transport the animal to the veterinarian. If the animal is not wearing tags, he will endeavor to locate the owner to assume responsibility of the animal.

Commissioners also okayed a request from the Humane Agent to place a larger holding cage behind the City Police Department as the current cage will not hold large-sized dogs.
She noted that the applications for the Wastewater Operations position have been reviewed and interviews should begin shortly.
10:00 a.m. Otto Gerdeman and Ken Maag, Poggemeyer Design Group, and Doug Rath, County Wastewater Operations, met with the Commissioners with an update on various County projects. PDG is still waiting for documentation for several easements to be completed regarding the Express Sewer project. Paperwork has been completed regarding the NPDES permit extension for the Evergreen Lane Wastewater Treatment Plant and will be mailed shortly. Dennis Miller, Maumee Valley Planning Organization, is working on the funding application for the Evansport Wastewater Treatment Plant.
1:00 p.m. Commissioners attended the Defiance County Planning Commission meeting. During the meeting, two subdivision variance requests were reviewed: Krumel Subdivision in Richland Township intersection of Defiance/Ayersville/Pleasant Bend Road and Dohoney Road and Weible Subdivision in Highland Township Defiance/Ayersville/Pleasant Bend Road. No decisions were made concerning these variances.
2:40 p.m. Commissioners met in EXECUTIVE SESSION with Ron Mehring, Job & Family Services Director, regarding Discipline of Personnel.
