The Board of Defiance County
Commissioners met in regular session at 8:30 a.m. in the Conference Room of the Defiance County Commissioners, 500 Court Street,
Suite A, Defiance, Ohio 43512 on Monday, February 28, 2005. The meeting was called to order by Chairman
Otto L. Nicely. Also present were Commissioners
Thomas L. Kime; Becky Wagner,
Administrator; Alison Grimes, Clerk
and Joan Brown, Deputy Clerk. Commissioner Richard L. Cromwell was absent.
8:30 a.m. Russ Herman, Assistant County Prosecutor,
met with the Board to review various documents pending his
review/approval. Mr. Herman remains up-to-date
on county documentation.
9:00 a.m. General
Session Commissioners approved and
signed various resolutions, contracts and documents, approved several travel
requests, reviewed the agenda items and the calendar of events, discussed
upcoming meetings and updated information for the calendar of events.
10:00 a.m. Warren Schlatter, County Engineer,
met with the Board with his weekly update.
He passed out legislation and a copy of a letter from ODOT concerning
the necessary preliminary consent legislation required for three projects his
office will be involved with:
Paulding/Defiance-24-12.30/0/00 (just west of US Route 127 to State
Route 424 West of the City of Defiance); Defiance-24-7.96 (State Route 424 to a
reconstructed State Route 15/State Route 18 interchange; and
Defiance/Henry-24-11.91/0/00 (from the existing four-lane pavement just east of
State Route 66 to the existing four-lane pavement near the City of
Napoleon). The legislation describes the
need for the projects, explains the portion of costs ODOT will assume and
requests consent from the County to enter into an agreement with ODOT to
complete these projects. The Board will
review the paperwork and meet with Warren
again to review the information.
He also discussed a minor drainage issue at the County
fairgrounds. Warren is working with the Landowner to
alleviate the problem and will keep the Board informed of his progress.
10:30 a.m. A Public Hearing concerning a road name
change in Milford
Township was scheduled to
be held at this time. However, it was
discovered that the road is question was a privately-owned road and a Public
Hearing was not necessary. After
speaking with the Engineer’s office, the owner was asked to contact the
Recorder’s office to see what necessary paperwork needs to be filed to change
the name of the road.
11:00 a.m. Bobby Olashuk,
Volunteer Connection Director, met with the Board with a brief update of
services.
Firefighter Cadet Program – The goal was to have 12 students
actively participating in this program, 14 participate monthly. It is hoped to be able to expand this
program.
CERT (Community Emergency Response Team) Program – The goal
was to have 90 volunteers trained by September 30, 2005.
34 have been trained so far and 58 have signed up for training which is
scheduled for this weekend – March 5 and 6.
His office is working with the Sheriff’s Office to develop a
Crime Watch and VIPS (Volunteers in Police Service) program.
The Volunteer Recognition Dinner is scheduled for April 24
at 6:00 p.m. at the
Northtowne Mall. 64 volunteers from 50
different organizations will be recognized.

At Noon,
Commissioners and Becky attended a luncheon meeting at Charlie’s Down Under,
sponsored by Maumee Valley Planning.
Among other issues, housing programs and block grant funding were
discussed.
1:30 p.m. Lisa Karcher, Maumee Valley Planning, met
with the Board to open bids for the Hicksville Senior Center Access Ramp
project. Also attending the bid opening
was: Gary Frederick, Duerk Construction and Jerry Overmier, Beilharz
Architects.
Although several contractors picked up bid documents, no
bids were received for this project.
Lisa will contact some of the contractors to see why they did not bid on
the project, which was estimated to cost $20,550.00. The project will be reviewed and a new bid
date was set for Monday, March 28 at 11:00
a.m.
2:00 p.m. Lisa Karcher, Maumee Valley Planning, held
the First Public Hearing for the 2005 CDBG Formula Program. Also attending were: Robert Layne, Defiance Township Trustee; Kent
Miller, Village of Hicksville; Glenn Vance, Village
of Sherwood and Gary McAdow, Village of Ney.
Lisa reviewed the various programs available to local counties, villages
and townships for application during the FY2005 program year. To be eligible for funding, all projects must
meet one of three national objectives:
ü
Benefit low to moderate income persons
ü
Aid in the prevention or elimination of slum and
blight
ü
Meet community development needs having a
particular uniqueness or urgency
Some of the programs available for funding assistance
include:
Community Housing Improvement Program (CHIP) –
provides funding for a flexible, community-wide approach to the improvement and
provision of affordable housing for low to moderate income persons, and to help
develop local administrative capacity.
Total funds available: $28,242,311.
Application must be submitted by April 26, 2005.
Water and Sewer Sanitary Program – creates a safe and
sanitary living environment for Ohio
citizens through the provision of safe and reliable drinking water and proper
disposal of sanitary waste. Total funds
available: $10,500,000. Open cycle
begins June 13, 2005.
Downtown Revitalization Competitive Program – to
assist in the revitalization of central business districts. Must be a county, city or village to
apply. Total funds available:
$2,500,000. Open cycle begins June 13, 2005.
A total of $79,000 will be available for Defiance County
projects and eligible projects will not receive funding until 2006. Other programs are also available. For further information call Lisa at Maumee
Valley Planning at 419.784.3882 as applications for funding are due by May 2, 2005. Eligible projects must be completed by
December 2006.
2:30 p.m. Members
from City administration: Bob Armstrong, Jeff Leonard, Dave Williams; Economic
Development Director Jerry Hayes; County Engineer Warren Schlatter, Ted Guelde,
Johns-Manville Corporation and Brian Keller of Keller Trucking, met with the
Board regarding an easement issue.
Warren Schlatter reviewed the information he received through a
conversation with a representative from Toledo Edison regarding the relocation
of power poles. Warren had sent a drawing of a proposed road
into the new JM facility on Carpenter
Road and asked if power poles could be relocated
to accommodate the new road. The group
discussed different scenarios for power pole placement and roadway access. A conference call was held with Toledo Edison
to discuss possible changes; T.E. reviewed the changes and faxed a revised
drawing to the group. The Engineer will integrate
the changes to his original plan and review the changes with the Board.
Mr. Schlatter also reviewed road weight capacity and curb
and gutter drainage for the area. Warren will research costs
for various options in regard to curbs, gutters and ditch drainage.
There being no further business to come before the Board,
the meeting adjourned at 4:43 p.m.
