OPENING:
The regular meeting of the Board of Defiance County Commissioners was called to order at 8:30 a.m. on Monday, March 4, 2002, in the Conference Room of the Board of Defiance County Commissioners, 500 Court Street, Suite A, Defiance, Ohio 43512 by Chairman Otto L. Nicely.

Jane Tadsen, County Recorder, submitted her February 2002 report. Among other records, her office handled 144 deed transfers, 329 mortgages, and 358 releases. Total credited to the General Fund was $23,535.10.
Tim Houck, Director for the Landfill, reported that 25,335 cubic yards was received in January 2002, the record since the county began operating the landfill in 1994. In January 2002, 6,508.59 tons was received at the Landfill, also a record since the county began operating the landfill in 1994.
8:30 a.m. General Session
Commissioners discussed the information received concerning Homeland Security Aid. Ohio will be one of eight states to receive tailored assistance to improve its homeland security and bioterrorism preparedness plans. The tailored assistance will involve a faculty of experts assessing Ohios overall capability to respond to terrorism. Federal experts will work directly with state entities to continue to develop public health strategies, integrate public health and public safety preparedness plans, and develop strategies for communicating to citizens before, during and after a terrorist incident.
9:30 a.m. Gaylon Davis, Defiance County Engineer, met with the Commissioners with his weekly update. He noted that Cicero Road, between State Route 18 and Thiel Road was closed Friday, March 1 for a bridge replacement. The road will be closed for approximately 90 days. Also, reported that work is progressing on the Flickinger Road bridge and the beams have been set.
10:00 a.m. Roy MacDonald, Defiance City Police Department, met with the Commissioners regarding the Defiance Junior Police Academy, a two-week program for students ages 12 ½ -16 years, scheduled to begin June 2, 2002 at Camp Libbey. It is anticipated that 25-30 cadets will participate in the program. Since 1999, 92 cadets have graduated from the program and 46 cadets remain active in the program. To date, the following applications have been received: Northeastern Local (Tinora) 8; Defiance Junior High 5; Central Local (Fairview) 1; Hicksville 2. Applications from students in the city and county schools should be submitted to Officer Roy MacDonald at the Defiance Police Department this month and interviews will begin next month.
10:30 a.m. Commissioners met with the State Auditors: Steve Flickinger, Deputy Auditor; Linda Maag, Auditor-in-Charge; and Marlene Goodwin, County Auditor; Sharon Scheuerman, Deputy County Auditor; Jill Little, Deputy County Auditor; Gaylon Davis, County Engineer; Jeff Strausbaugh, County Prosecuting Attorney; and Mary Davis, County Health Department, for a pre-audit engagement meeting.
