The regular meeting of the Board of Defiance County Commissioners was called to order at 8:00 a.m. on Monday, March 11, 2002, in the Conference Room of the Board of Defiance County Commissioners, 500 Court Street, Defiance, Ohio 43512 by Chairman Otto L. Nicely.

8:00 a.m. Russ Herman, Defiance County Assistant Prosecuting Attorney, met with the Commissioners to review documents at his office pending review and approval.
8:30 a.m. General Session
Jean Ziegler, County Clerk of Courts, submitted her February Activity Report. Titles were issued for the following: 122 new cars, 1,143 used cars, 70 new trucks, 401 used trucks, 32 vans, 27 motorcycles, 20 manufactured homes, 16 trailers, 7 travel trailers, 7 motor homes, 26 off-road vehicles and 24 watercraft. $6,426.90 was collected and deposited to the credit of the General Fund.
Randy Vogel, County Humane Agent, also submitted his February Activity Report. His office investigated 93 complaints, transported 23 dogs to the Humane Shelter, issued 10 warnings, 7 citations and logged 2,183 miles on his vehicle.
Nancy Porter, Defiance County Humane Shelter President, dropped off the February Shelter Report. The Shelter took in 137 animals during the month of February; 51 were adopted and 20 claimed. 74 animals were euthanized.
Details regarding several resolutions passed this morning:
Ø Permanent easements were donated by the Meijer’s Store and Farmers and Merchants State Bank for utilities for the Express Sewer project.
Ø Gaylon Davis, County Engineer, was given approval to proceed with acquisition of road right-of-way and plans were approved for the replacement of the following bridges in Defiance County – Christy Road Bridge - .25 miles north of Nagel Road; Rosebrook Road Bridge - .50 miles north of State Route 18; Allen Road Bridge - .15
miles west of State Route 66; Openlander Road Bridge - .20 miles south of State Route 249; Rosedale Road Bridge - .25 miles south of State Route 2; Thiel Road Bridge - .45 miles east of Cicero Road; Flickinger Road Bridge - .05 miles south of State Route 15 and another bridge on Rosedale Road - .20 miles north of State Route 249.
Ø Commissioners also awarded the 2002 Mowing Contract to Northwest Landscaping, Napoleon in the amount of $12,500. The contract will cover the mowing of the grounds at the County Airport, the Humane Shelter, the roadside park on State Route 15, the County Highway Garage and Auglaize Village.
9:30 a.m. – Gaylon Davis and Warren Schlatter, Defiance County Engineers Department, met with Commissioners for several Bid openings. After the bids were opened, Warren and Marlene Goodwin, Auditor, discussed the tax-mapping project. Bids must be received fairly quickly as aerial photography must be completed before vegetation appears on trees, obstructing views. Warren will prepare the legal notice for the paper and bids are scheduled to be opened Monday, April 1, 2002 at 9:30 a.m.
Steve Graf, Engineer’s office, then obtained signatures on AFSCME contract documents, which was ratified and approved by the Commissioners last week.
10:00 a.m. Allison Dowell, Executive Director of Camp Palmer, met with the Commissioners with an update. Bruce Clevenger, Ohio State University Extension Office Director, joined the group at 10:30 a.m. 4H Camp Palmer has been operating for 55 years and has a capacity for 250 residents. 5,000 to 6,000 campers attend each year. Renovations have been ongoing over the last few years and $1.7 million has been raised out of their goal of $2 million. Cabins have been renovated and a new facility was built – Woodland Lodge – adding 60 additional beds. When more funds are raised, a new Environmental Education Center will be built. Ms. Dowell thanked the Commissioners for their financial support when cabins were renovated – Defiance pledged $15,000. Ms. Dowell also noted that fees have been kept low – under $100 covers lodging, food and activities for a camper for one week.
10:45 a.m. Ron Mehring, Deb Bresnan and Mary Ritter, Job and Family Services, met to review cash flow and current finances regarding the Public Assistance Fund and the Children’s Services Fund. Ms. Ritter also reviewed several pending bills from WIA.
1:15 p.m. Commissioners, Karen Tubbs, County Treasurer, Productive Portfolio representative, Bill Scanlen, and representatives from area banks met at the Public Safety Services facility. The group reviewed the collateral position with each financial institution to assure all securities are in place. Karen Tubbs, Jean Ziegler, Clerk of Courts and the Commissioners then reviewed the First Quarter 2002 Investment Advisory Portfolio. All investments are in order. A resolution will be prepared documenting the Portfolio figures for the Commissioners to pass on Thursday.
