DEFIANCE COUNTY
COMMISSIONERS
MONDAY, MARCH 13, 2006
The Board of Defiance County Commissioners met in regular session
on Monday, March 13, 2006, at 8:30
a.m., in the Conference Room of the Defiance County
Commissioners, 500 Court Street, Defiance, OH. Present were:
Commissioners Thomas L. Kime, Richard L. Cromwell and Otto Nicely. Also in attendance: Becky Wagner,
County Administrator, Lyla
Gurwell, Clerk and Joanne Goerlitz, Deputy Clerk.

A.M. General Session - The Commissioners were presented with various resolutions and
documents for approval. Commissioners
also reviewed agenda items, discussed upcoming meetings and reviewed and
updated the calendar of events.
The Commissioners
signed a letter in support of a proposed residential development on SR15 and South Ottawa Avenue
in Defiance. The proposed construction
will consist of 32 units with one and two bedroom apartments for residents 55
years of age and above. The funding
would come from the Housing Credit Program and the Housing Development
Assistance Program (HDAP) and the Affordable Housing Loan Program.
9:30 A.M. Tom Wilson
from Peck, Shaffer, & Williams came
in along with Roger Vincent of Chancellor Health Partners to discuss a proposed
Assisted Living Facility in Defiance County.
The facility would
be located on a 12 Acre site at the intersection of SR66 & Carter Road. The facility would consist of 60-bed assisted
living units, a 50- unit congregate care apartment building and 5 duplex
independent living cottages all for the elderly. The cost of the project is estimated not to
exceed $15,000,000.
The borrower
(Chancellor Health Partners) has the desire to have the costs of the project
financed with the proceeds of mortgage revenue bonds issued by the County pursuant
to the authority of Article VIII, Section 16 of the Constitution of the State
of Ohio and
Chapter 133 of the ORC. There is no
liability towards the county for this project.
Chancellor Health
Partners anticipate that the project will create jobs within the County and
will assist and provide for housing for residents of the County and that the
Project will improve the economic welfare of the County and its people.
10:00 A.M. Warren Schlatter, Defiance
County Engineer came in for his weekly update.
Warren briefly updated the Commissioners on the
Elliott Road Project. Warren stated there is one property owner
that has not signed the necessary paperwork.
Warren
also indicated this needs to be completed by April 1st.
Warren also stated the contractor is putting storm
drain in on Elliott and also said with all of the rain; it will need to pumped
dry before they can begin working on it again.
Warren also mentioned they plan to start on the Glenburg Road Bridge
project in April. At this point, his
road crew has been cutting down trees to begin the project
10:30 A.M. Lisa Karcher
from Maumee Valley Planning came in for a bid opening for the Hicksville
– Hicks Street Sewer Replacement for FY05 CDBG – Community Development Block
Grant Formula program. The Engineer for
the Project is Poggemeyer Design Group.
The estimate for the work was $60,000.00.
Those submitting
bids were J & M Excavating located in Cloverdale,
OH ($71,547.80), Diversified Road & Pipe
located in Whitehouse, OH
($82,808.00) and S & S Directional Boring Ltd out of Bryan, Ohio
($56,378.40). The Commissioners will
take the bid under advisement and award the bid at a later date.
