DEFIANCE COUNTY COMMISSIONERS

MONDAY, MARCH 22, 2010

 

 

The Board of Defiance County Commissioners met in regular session at 8:30 a.m. on Monday, March 22, 2010 in the Conference Room in the Commissioners Office at 500 Court Street, Suite A, Defiance, Ohio 43512.  Chairman James E. Harris, Jr. called the meeting to order.  Also present were Commissioners Thomas L. Kime and Otto L. Nicely, Laura Howell, Administrator, Stephanie Metz, Clerk, and Lanie Miller, Deputy Clerk. 

 

Russ Herman, Defiance County Assistant Prosecuting Attorney, met with the Commissioners for an update.

 

The Commissioners met in General Session and approved and signed various resolutions, contracts and documents.  The Commissioners also reviewed the calendar of events and discussed upcoming meetings.

 

Warren Schlatter, Defiance County Engineer, met with the Commissioners for his weekly update.  Warren opened bids for 2010 Crack Seal, 2010 Paving of Various Roads and 2010 Bulk Ice Control Salt. 

 

The engineer’s estimate for 2010 crack seal was $114,952.50.  The following bids were received:  Scodeller Construction - $148,161.00; American Pavements, Inc. - $113,249.50; M & M Asphalt - $101,669.10; DG Slurry Seal of Toledo, Inc. - $100,051.25; Hill Roadway Maintenance - $105,586.00; J & A Construction Co. - $106,437.50. 

 

The 2010 Paving of Various Roads consisted of Proposal “A” - engineer’s estimate $869,002.00; Proposal “B” – engineer’s estimate $165,001.00; Proposal “C” – engineer’s estimate $26,656.00; Proposal “D” engineer’s estimate - $40,279.00.  The following bids were received: Gerken Paving, Inc. – Proposal “A” $839,259.00; Proposal “C” $26,429.50; Klink Trucking, Inc. – Proposal “B” $146,253.46; Ward Construction – Proposal “B” $153,946.16; Crestline Paving & Excavating – Proposal “A” $743,491.84; Proposal “C” $31,720.25.

 

The following bids were received for 2010 Bulk Ice Control Salt:  Detroit Salt Company - $67.10 per ton; Morton Salt Company - $67.90 per ton; North American Salt Co. - $67.20 per ton; Cargill Incorporated Deicing Technology - $64.89 per ton.

 

The Board took all bids under advisement and will award at a later date.

 

Jeff Ankney, Defiance County Soil & Water, met with the Commissioners for a quarterly update.  Jeff reported the following:  Krause Ditch Reconstruction is ready for bidding; Public Hearing is being held for Stover Ditch Reconstruction; the Special Nitrate Reduction CAP projects for Lake Erie is in the third year with $30,000 going to Defiance County landowners for controlled drainage, wetlands and cover crops;   the Lost Creek Water Quality Grant is in its second year with $25,000 going to Defiance County landowners for soluble phosphorus reduction in Lake Erie;  Willitzer Ditch and Hoschak Tile Extension have been surveyed-currently working on the design; Rosedale Road Ditch and mark Center Ditch are ready to survey. 

 

The 2010 Poster Contest was a success with 55 classes from Ayersville, Defiance, Fairview, Hicksville, Holly Cross, St. John Lutheran and Tinora participating with a total of 1,066 posters. This year’s theme, Conservation Habits = Healthy Habitats provides students the opportunity to express their understanding of natural resource conservation through artwork.  Starting at the district level, winners will advance to state and potentially onto national judging.

 

Niki Warncke & Liz Keel, Maumee Valley Planning Organization, met with the Commissioners for the second public hearing to inform citizens about programs available to Defiance County as outlined in the State of Ohio Consolidated Plan.   Funding for programs administered by OHCP are provided by the Community Development Block Grant (CDBG) Program, HOME Investment Partnerships Program, and other funding sources as identified by the State.

 

Based on citizen input and local officials’ assessment of the county’s needs, Defiance County is proposing to undertake the following CHIP activities for Fiscal Year 2010 (from September 2010 through 2012).

They also informed the Commissioners that they still need two houses in the Village of Ney to utilize FY 2009 Private Owner Rehabilitation funding.

 

Kevin Hancock, Defiance County Ditch Maintenance, met with the Commissioners to discuss putting the Coy Road Ditch on permanent maintenance.  Because the Village received grant money to fully fund to have the Coy Road Ditch cleaned and installed, it was not required to go through the ditch process. Putting the Coy Road Ditch on permanent ditch maintenance would require every landowner in the watershed to agree.  The Village of Sherwood could contract with Ditch Maintenance to perform necessary work each year.  Kevin will discuss this matter further with the Village.

 

Sally King, Defiance County Victims Assistance/Sarah’s House, and Morris Murray and Russ Herman, Defiance County Prosecutor, met with the Commissioners to discuss a lease extension for Sarah’s House; Promedica will be providing the necessary documentation.

 

Jerry Overmier, Beilharz Architects, met with the Commissioners to discuss the Senior Center project.
