DEFIANCE COUNTY COMMISSIONERS

THURSDAY, MARCH 23, 2006

 

 

The Board of Defiance County Commissioners met in regular session at 8:30 a.m. in the Conference Room of the Board of Defiance County Commissioners, 500 Court Street, Suite A, Defiance, Ohio 43512 on Thursday, March 26, 2006.  Chairman Thomas L. Kime called the meeting to order.   Also present were Commissioner Thomas Kime, Commissioner Richard Cromwell, Commissioner Otto Nicely, Administrator, Becky Wagner, Lyla Gurwell, Clerk and Joanne Goerlitz, Deputy Clerk.

 

8:30 A.M.     General Session – General Session - The Commissioners were presented with various resolutions and documents for approval.  Commissioners also reviewed agenda items, discussed upcoming meetings and reviewed and updated the calendar of events.

 

The Commissioners met with Jill Popp from Maximus to discuss the rental study they are working on to assist the County in updating its lease agreements.  The Commissioners will review the agreement and have further discussion next week.

 

The Commissioners signed the Revolving Loan Fund Contract and Loan Agreement from PEC Biofuels, LLC.  Biofuels, LLC will be located in Hicksville, OH.  By signature of the agreement, Biofuels has agreed to create 10 new full-time permanent job opportunities with 7 being set aside for persons of lo and moderate income households.

 

9:30 A.M.     Becky Wagner, County Administrator, submitted her report to the Commissioners. 

 

Becky discussed a new program called Get Connected, Get Answers.  Family & Children First is organizing this training with special assistance from First Call for Help, Defiance County Board of Commissioners, Ohio State University Extension Office, Job & Family Services and the Defiance County Veterans Office.  The idea is provide all county participants with the knowledge of where to refer people for the most common needs to the most unusual ones.  It would substitute as a quick reference tool and a more in depth community reference guide.

 

Becky also discussed the Partnerships for Success seminar she attended in Columbus this week along with staff from Job & Family Services, Family & Children First and the Health Department.  Becky mentioned that Defiance County was awarded the Partnership for Success Award.

 

10:30 A.M.    Karen Tubbs, Defiance County Treasurer, Jean Ziegler, Defiance County Clerk of Courts and Tim Houck, Defiance County Environmental Director were in to meet with the Commissioners for and Investment Advisory Meeting.

 

Karen updated the Commissioners on the Defiance County Monthly Portfolio, Monthly Inventory and Consolidated Investment Portfolio – Post Closure Reports as well as the Monthly Portfolio report, Monthly Inventory report and Consolidated Investment portfolio – Closure Reports as of February 28, 2006

 

Karen also discussed the monthly investment cash flow report for February.

 

11:00 A.M.    Mark Hopper, Defiance County Public Safety Director came in for his quarterly update.

 

Mark updated the Commissioners on several issues such as trainings they are setting up.  There will be a Community Emergency Response Team class on March 4th & 5th, Weather Spotter classes, Electrical Basic Awareness classes in April and Confined Space classes in May.

 

There will also be a Local Emergency Planning Committee full scale exercise in May.  This will involve all emergency personnel within Defiance County.  The plan is to have a "mock emergency” set up within the county.  There will be a review of how emergency response personnel reacted to the emergency, the response time, field coordination etc.

 

1:30 P.M.     Ken Maag & Rick Weaver from Poggemeyer Design Group met with Commissioner’s to discuss several projects.

 

The Commissioner’s met with their engineer last Monday to discuss the grade at the west side of the railroad spur.  The Commissioners had further discussion regarding the Standridge Rail Spur project with Ken Maag.  Ken mentioned the contract for the project included coordination with plans developed by Bryan Engineering & Surveying. The contract did not include designing the roadway. The Commissioners will have additional discussion on these issues and correspond with R & L Enterprises.
