COMMISSIONERS

The Board of Defiance County Commissioners met in regular session
at 8:30 a.m. in the
Conference Room of the Board of Defiance County
Commissioners, 500 Court Street, Suite A, Defiance, Ohio 43512 on Thursday, March 26, 2006. Chairman Thomas L. Kime called the meeting to
order. Also present were Commissioner
Thomas Kime, Commissioner Richard Cromwell, Commissioner Otto Nicely,
Administrator, Becky Wagner, Lyla Gurwell, Clerk and Joanne Goerlitz, Deputy
Clerk.
The Commissioners
were presented with various resolutions and documents for approval. Commissioners also reviewed agenda items,
discussed upcoming meetings and reviewed and updated the calendar of events.
Bob Olashuk, Volunteer
Connection, reported that there are 134 individuals in Defiance County
that has been trained in the Community Emergency Response Team Training (CERT)
Program. This allows us to have a data
base of volunteers that they can contact in an emergency or disaster
declaration. The next training for CERT
is September 9 and 10, 2006. Bob also
mentioned that there is a grant for a pilot program at Tinora High School
that will teach all ninth graders a modified version of CERT. 110 students will receive training and their
goal is to make this training available to every high school in the County.
Bob also reported
that the Medical Reserve Corps in conjunction with the Health Department has 101 people listed on the Defiance County
database and would be called for a pandemic flu outbreak to help set-up
emergency inoculation centers.
Bob informed the
Commissioners that the Volunteer Connection of Northwest Ohio and the
Naturalist Scouts are presenting The 21st Annual Maumee Valley
Tri-Adventure Race on Saturday,
May 20, 2006 at 8:00 a.m. Volunteers are needed for this event and
anyone who wishes to help with this event can call 419-825-2735 between the
hours of 9:00 a.m. to 5:00 p.m.
or 419-826-5182 between the hours of 5:00
p.m. to 10:00 p.m.
On April 23, 2006 at 6:00 the Volunteer Recognition Dinner
will be held at the Northtowne Mall and will recognize 45 volunteers, 17 Girl
Scouts, members of the Hicksville Varsity H Club and one individual who have
volunteered across Defiance
County that deserves
special recognition.
On May 3rd
and 4th students at all the elementary schools in Defiance City School District will be making emergency evacuation bags
for senior citizens. This will include a
variety of items including water, medicine holders, etc.
Jessica Short,
Executive Director of the American Red Cross, gave her report on the Active for
Life Program. This program is a 10 week
program that encourages people to be more active on a regular basis by
combining individual and group strategies that help people change their
behavior. This program is structured to
meet the needs of all people from those who are just thinking about being more
active to people who exercise every day.
Throughout the 10 week program there are activities and workshops on
personal safety and health. Everyone can
participate and feel a sense of accomplishment.
Warren Schlatter
came before the Board to discuss various issues. Among them were pending imminent litigation
and vacation of roads. Warren also informed the Board that the surveys
are done on the canoe access slopes for High Street and Schick Rd. and will submit copies of the survey
to the Commissioners for their review.
The Board discussed a complaint from a resident on Elliott Road concerning the dirt on the
road. Warren
Schlatter, County
Engineer will talk to the
contractor.
The Commissioners
held the Second Public Hearing for the Community Housing Improvement Program
(CHIP). The First Public Hearing was
held in February, 2006. The State of Ohio, Department of
Development, provides financial assistance to local governments for the purpose
of addressing local needs. Defiance County is proposing to apply for
$500,000 in funding for Private Owner Rehabilitation, Home Repair, and Down
Payment Assistance/Rehabilitation.
Will Burns from
Maumee Valley Planning came in for the second public hearing for the grant
application for the Elliott Road Water & Sewer.
The Commissioners
also met with City Officials to review several agenda items to include the
Sub-sewer District #2. The Board
discussed the contract concerning the Sub-Sewer District #2. It is a1969 contract that has expired. The Commissioners requested that the city
find out how many residents are being served by this district.
The Commissioners
also discussed the Elliott Road
project. The city advised that progress
is being made on the Stykemain Water & Sewer project. There are a few issues still outstanding
regarding the ownership of the Right-of-way that will need to be resolved.
