The Board of Defiance County Commissioners
met in regular session on Thursday, March 29, 2007, at 8:30 a.m., in the
Conference Room of the Defiance County Commissioners,
500 Court Street, Defiance, OH 43512. Commissioner
Thomas L. Kime called the meeting to order.
Also present were Commissioner James E. Harris, Jr., Becky Wagner, County Administrator,
and Joanne Goerlitz, Deputy Clerk.
General Session – The Commissioners were presented with various
resolutions and documents for approval. The
Commissioners reviewed agenda items, discussed upcoming meetings, and reviewed
and updated the calendar of events.
The Commissioners, per the recommendation of Warren Schlatter, County Engineer,
awarded the DEF-TR106-2.80 Casebeer-Miller Road Bridge Bid to R.G. Zachrich
Construction, Inc. in the amount bid by them of $200,484.40.
The Investment Advisory Committee, Karen
Tubbs, County Treasurer, Jean Ziegler, Clerk of Courts
and Tim Houck, County Landfill
Director, met with the Defiance County Commissioners
to review the First Quarter 2007 Investment Portfolio. Currently, all investments are in order with
a total investment amount of $46,889,596.00.
During the meeting, the Commissioners approved the First Quarter 2007 Defiance
County Investment Portfolio.
Ken Maag of
Poggemeyer Design Group met with the Commissioners for the Elliott Road Water
& Sewer Extension Bid Opening. Bids
were received as follows: H & K
Construction Services, Lima, OH - $245,163.40; Lingvai Excavating, Bryan, OH - $212,701.70;
Vernon Nagel, Inc., Napoleon, OH - $182,040.32; D & K Excavating,
Perrysburg, OH - $234,179.34; Diversified Road & Pipe, Whitehouse, OH -
$247,571.50; Edward Kelly & Sons, Toledo, OH - $238,109.00; J & M
Excavating, Cloverdale, OH - $243,053.05; B. Hill'z Excavating, Wayne, OH -
$279,808.00; Hanks Plumbing & Heating, Toledo, OH - $229,249.00 and All
Purpose Contracting, Delphos, OH - $208,405.255. The Engineer's estimate is $290,000.00.
Becky Wagner, County
Administrator, presented
her report to the Commissioners. Becky
reported that Maumee Valley Planning Organization (MVPO) is submitting
information to the Ohio Department of Development (ODOD) regarding lead based
paint. ODOD is currently trying to
determine how many counties have the capacity to implement lead based paint
abatement.
Becky informed the Board that there will be a Local Update of Census
Addresses Workshop on April 10, 2007 at the Defiance County East Facility. The workshop will offer each local government
an opportunity to have input in the Census Bureau's Address List for their
jurisdiction.
Becky also noted that Family & Children First is updating their
website to include Partnerships For Success.
It will list Council members on the site and will also be linked to the Defiance County website.
The Commissioners met with Tim Houck
with Environmental Services. Tim
submitted his monthly financial report for revenue & expenses from 2006-2007
for the Landfill. The annual sales
summary total for February is $219,483.02.
The annual tons total to date is 6,331 and the annual cubic yards are 27,354.
Tim also reported the yearly/monthly cubic yards comparison for 2007 is 27,354
vs. 22,598 for this same time in 2006. The
yearly monthly tons comparison submitted for 2007 was 6,331 tons vs. 8,548 tons
in February 2006. Leachate monthly
gallon total for the month of February is 207,607.00.
