OPENING:    

 

The regular meeting of the Board of Defiance County Commissioners was called to order at 8:30 a.m. on Monday, April 1, 2002, in the Conference Room of the Board of Defiance County Commissioners, 500 Court Street, Defiance, Ohio  43512 by Chairman Otto L. Nicely.

A.        APPROVAL OF MINUTES

 

The minutes of the March 28 meeting were not quite completed for review; therefore the minutes will be reviewed and approved at the next meeting.

C.                OPEN ISSUES/DISCUSSION

 

It is to be noted that the County’s purchase of the KeyBank building and property was completed as of March 28 for a purchase price of $475,000.00.  Some remodeling to the interior, requested and paid for by KeyBank should begin shortly. 

 

D.        APPOINTMENTS

 

8:30 a.m.        General Session

 

Tim Hauenstein, The Ability Center, came in to observe the meeting.  Tim had several questions; one concerned sidewalks on Greenler Avenue to Northwest Community Action building and a question about County transportation for the impaired. He left at approximately 10:00 a.m. 

 

9:30 a.m. – Gaylon Davis, Defiance County Engineer, and Warren Schlatter, Deputy Engineer, met with the Commissioners to open bids for the County Aerial Mapping Project.  Others in attendance were:  Ronald Martin, Kucera International.

 

Bids were received from the following:

Accept Aerial Mapping Bids as Presented for Review

Gaylon noted that the price of asphalt would be rising.  Mr. Davis also reviewed the information presented last week by Warren regarding drainage at the Fairgrounds.  Drainage construction/repair can be done incrementally.  

 

10:00 a.m.      Mark Hopper, Public Safety Services Coordinator, met with the Commissioners for an update regarding his department.  In 2001, Defiance County received $2,000 for terrorism, planning and exercises.  There were no allowances for equipment.  In 2002, Defiance County received $2,355 and again, there were no allowances for equipment.  $3.5 billion of Federal Homeland Defense money has yet to pass through appropriations.  It is unknown at this time as to how this money will be distributed.

 

Mark reviewed information he received regarding the State’s Cooperative Purchasing Program.  Although there is a fee to join, it was unclear whether one needed to be a member

 

to order items from this program.  Mark will solicit more information regarding this program and present it to the Commissioners.

 

A committee from Defiance County performed a Threat Risk Assessment with data entered by Public Safety Services personnel to the Department of Justice, which identified equipment and training needs.  Using the Department of Justice formula on the information received, it was projected that Defiance County should receive $58,916.01 before FY2003.  However, the second round of expected funding has yet to go through Senate appropriations. 

 

10:30 a.m.      Commissioners took this time to hold a study session.  A brief review was held concerning the Policy Manual.  

 

At 10:56 a.m., Commissioners entered EXECUTIVE SESSION regarding the Hiring of Personnel.

EXECUTIVE SESSION ended at 11:27 a.m.

 

A candidate for the position of Wastewater Operations Director will be asked to come in and meet with the Commissioners. Doug Rath, the current Director, is retiring in October.

 

1:30 p.m.        Lisa Karcher, Maumee Valley Planning, met with the Commissioners to hold the second Public Hearing regarding the FY2002 CHIP Program.  No other interested parties were in attendance.  The application for FY2002 CHIP funds will be submitted April 9, 2002 for the following activities:

 

Owner-occupied, single family rehab assistance - $252,700.  Provided financial assistance to qualified homeowners to rehabilitate their home to meet residential rehabilitation standards.  Assistance will be provided to approximately 10 homes. 

 

Emergency home repair - $50,000.  Provides financial assistance to qualified homeowners to make repairs that threaten the health and safety of the household occupants.  Assistance will be provided to approximately 10 households. 

 

Down Payment/rehabilitation assistance - $46,800.  Provides financial assistance to qualified applicants to assist with the purchase of a home and make necessary repairs to meet residential rehabilitation standards.  Assistance will be provided to approximately 3 households. 

 

Rental rehabilitation - $50,500.  Provides financial assistance to qualified landlords to rehabilitate their rental units.  Assistance will be provided to approximately 4 rental units. 

 

Acquisition/new construction - $50,000.  Funds will be provided to the local chapter of Habitat for Humanity to purchase a lot to construct a new home.  Assistance will be provided to purchase 1 building lot.

2:00 p.m.        Jerry Hayes, Economic Development Director, was scheduled to meet with the Commissioners to present two Enterprise Zone Agreements but was cancelled due to personal reasons.  The meeting will be rescheduled for another time. 

 

Morris Murray, Child Support Enforcement Agency Director, originally scheduled for 3:00 p.m., came in at this time to review his lease with the County.  Maximus, Inc. prepared a cost allocation formula, which Child Support and the County follow when determining rent payments.

He also submitted a February status report for his office.  The approximate caseload for February was 2,576, handled by 12 full-time and 2 part-time staff.  The office collected an average of $614,584 in child support fees.  Child Support averages 1,550 incoming calls per month and approximately 350 walk-in clients. 

 

2:30 p.m.        Warren Schlatter, County Engineer’s office, and Marlene Goodwin, Jill Little, Sue Fairchild and Kim Chandler of the Auditor’s office met to review the submitted Aerial Mapping Project bids.  Cheryle Culler, City Engineer, was contacted, but did not attend the meeting.  Cost distribution of the project – the City would pay up to $7,900 and the Commissioners and Auditor would split the remainder.   After comparing the bids and after review and discussion, the bid was awarded to Image America, Clayton, Missouri at $36,000.00.
