OPENING:    

 

The regular meeting of the Board of Defiance County Commissioners was called to order at 8:30 a.m. on Thursday, April 4, 2002, in the Council Room of the Village of Hicksville, Hicksville, Ohio by Chairman Otto L. Nicely.

A.            APPROVAL OF MINUTES

 

The minutes of the March 28, 2002 meeting were unanimously accepted and approved.

C.                OPEN ISSUES/DISCUSSION

 

Jane Tadsen, County Recorder, submitted her monthly report.  During the month of March, her office handled 150 deed transfers, 360 mortgages and 316 releases.  Total credited to the General Fund was $23,148.50.

 

D.            APPOINTMENTS

 

8:30 a.m.            General Session – Hicksville.  Hal Osmun and Kent Miller, Hicksville Village Wastewater Operator and Village Administrator, respectively, met with the Commissioners regarding a water line improvement project at the county fairgrounds.  Poggemeyer Design Group submitted engineering specs to install pipe, meter and vault for $22,202.00 at the Fairgrounds.  The Perry Street work begins next week.  Mr. Osmun felt the contractor doing the Perry Street work would be able to begin the work at the Fairgrounds and the project would be completed by the end of June – well before Fair week.  J & M Excavating, Cloverdale, is the contractor for the Perry Street Waterline Project.

Commissioners returned to Defiance at approximately 9:40 a.m.

 

10:00 a.m.             Becky Wagner, Administrator, met with the Commissioners with her weekly update.  She received authorization for Bob Arend, County Computer Consultant, to spend up to $500.00 on computer equipment, software or related items without County approval.  Ms. Wagner also noted that the proper documentation was received showing that the new cash-rent farm tenant, Ric Hageman, has the proper liability insurance to meet the mandated bid requirements.  

 

11:00 a.m.            Karen Seigman, Tourism Director, met with the Commissioners with information concerning the Bicentennial celebration.  Amanda Podach, Education/Public Information Specialist, Soil and Water Conservation Office, also was in attendance.  Karen reviewed some of the activities scheduled for the Bicentennial celebration in 2003.  A birthday celebration is scheduled for March 3, with a variety of activities planned.  The Bell Casting ceremonies are slated for June 14 and 15, 2003 and a BBQ/Streetfest and Old Fashioned Ice Cream Social event is planned for the last week of June.  Other activities and events are in the planning stages.  For more information, contact Karen Seigman at the Tourism Bureau. 

 

On another topic, the Board of Commissioners is in the process of sponsoring a County Flag-Drawing Contest for sixth-grade students in Defiance County.  Each of the 88 counties in Ohio have been asked to provide a flag to be displayed at the Ohio Statehouse during the bicentennial year of 2003.  Counties that do not already have a flag have been asked to design one.  The Commissioners are asking sixth grade students to submit ideas.  The designs should be submitted on legal-sized paper, contain no more than four or five colors and contain pictures, symbols, shapes and/or colors that are well-recognized and significant to the County.  Commissioners also ask that the County Seal be incorporated into the design.  A certificate will be awarded to the winning sixth-grade design and, if chosen to be the county

 

flag design, a $100.00 savings bond will be awarded.  Amanda Podach, Education/Public Information Specialist, will be sending letters to sixth grade teachers next week.     

 

1:30 p.m.            Jerry Overmier, Beilharz Architects, Inc., met with the Commissioners with information concerning a HVAC unit at Building C (Island Park Avenue).  Also in attendance were Russ Herman, Assistant Prosecuting Attorney, Marge McCurdy, Maintenance Supervisor and Mark Hopper, Public Safety Services Coordinator.   Russ Herman requested EXECUTIVE SESSION to discuss Imminent Litigation.

EXECUTIVE SESSION ended at 1:45 p.m.

 

Commissioners approved proceeding with engineering specifications to replace an existing HVAC unit.  Jerry Overmier will contact the engineer to provide specs.

 

At 2:00 p.m., Commissioners left for the Public Safety Services facility where a Defiance County Community Development Day reception was being held.  The Ohio Department of Development recognized local community development and all those involved in the many projects that have brought funding to Defiance County.  ODOD’s Community Development Division and its Office of Housing and Community Partnerships Defiance County noted that, from 1993 to 2000, Defiance County received $11,000,000 in grant funding for water and sewer, housing and commercial and industrial projects.  This $11,000,000 leveraged $34,000,000 for Defiance County Townships, Villages and the City of Defiance.
