The Board of Defiance County
Commissioners met in regular session at 8:30 a.m. in the Conference Room of the Board
of Defiance County Commissioners, 500 Court Street, Suite A, Defiance, Ohio 43512
on Monday, April 4, 2005. The meeting was called to order by Chairman Otto
L. Nicely. Also present were Commissioners
Thomas L. Kime and Richard L.
Cromwell; Becky Wagner,
Administrator; Alison Grimes, Clerk
and Joan Brown, Deputy Clerk.
8:30 a.m. General
Session Commissioners approved and
signed various resolutions, contracts and documents, approved several travel
requests, reviewed the agenda items and the calendar of events, discussed
upcoming meetings and updated information for the calendar of events.
During General Session, Commissioners awarded the bids for
the Engineer’s Issue II and LTIP Paving and Paving of Various Roads project as
follows:

10:00 a.m.
Warren Schlatter, Defiance County
Engineer, met with the Board with his weekly update. He submitted his department’s accumulated
revenue report which includes permissive tax, motor vehicle/license tax, gasoline
tax and court fines. March 2005
accumulated revenue totals $872,419.94 versus $780,750.66 during March,
2004.
A bid date for the Bend
Road project was set for Thursday, April 21 at 11:00 a.m.
Warren
also submitted four bridge projects which will be done by force account: Carpenter
Road, at eastbound Jewell Road, Ney/Williams Center Road, .10 miles southeast
of Defiance/Williams County Line
Road, Wonderly Road, .50 miles north of State
Route 18 and Adams Ridge Road,
.50 miles north of Nagel Road. All four projects are replacements and are
due to start in the Spring and be completed by Fall, 2005.
10:30 a.m. Rick Edmonds, Good Samaritan Administrator,
met with the Board regarding Good Sam’s levy.
He submitted a resolution from his Board formally requesting the Board
of Commissioners place the 1.9 mill renewal levy on the November ballot. Funds generated from
this levy is used to operate and maintain MR/DD programs,
services and facilities. Commissioners
reviewed income and expense data projections through 2011 for Good Sam. Several upcoming expenses Rick noted are that
the building will need a new roof in a few years and several busses will need
to be replaced over the next 5 to 6 years.
Commissioners agreed to place the levy on the November ballot; proper
resolutions will be prepared to authorize
11:00 a.m. Warren Schlatter, County Engineer,
met with the Board to open bids for the Manville/Carpenter Road project. Others attending the meeting were: Dave Batt,
Diversified Road
and Pipe; George Kaiser, R. G. Zachrich Construction; and Randy Varner, Fort
Defiance Construction.

Commissioners accepted the bids as presented; Mr. Schlatter
will review the bids and return with a recommendation later this week.
11:10 a.m. Tina Hiler,
Senior Services Center Director, briefly met with the Board with an
update. The 5th Annual Senior
Prom is planned for Thursday, April 21 at Defiance College. Dinner begins at 5:00 p.m. and dancing will start at 6. Mr. Ed and Company will provide musical
entertainment. Suggested donation for
the meal is $3.00.
Defiance County Senior Services has two Alzheimer support
groups that serve Defiance
County. Both groups meet Thursday, April 7 at 1:30 p.m. One group will meet in the Hicksville Senior
center and the other at the Defiance
Senior Center. Respite care will be available during the
meeting.

Tina also informed the Board that Senior Center
staff has been asked to speak at the upcoming (late April) State Conference on
Aging, sponsored by the Ohio Association of Senior Centers. The staff will host a group called “The Idea
Pit”, a session where attending Senior Centers present fresh programming ideas.
1:30 p.m. Jerry Hayes, Matt Gilroy and Maggie Murray,
Economic Development, met with the Board to present two Enterprise Zone
Amendments: Johns-Manville #2 and A & P Tool, Inc.
The Johns-Manville amendment changes the employment
reduction commitment number in the original agreement from 265 to 140 employees
in 2006. No other portions of the
Agreement are changed.
The second amendment, for A and P Tool, Inc., Hicksville, increases the level of employment committed
from 2 to 4 employees and increases the exemption from 75% to 100%. No other portions of the Agreement are
changed.
After review, Commissioners approved both amendments.
2:00 p.m. Mike Koenig, Koenig Security, the County’s
telephone consultant, met with the Board regarding Defiance County-East’s
telephone system. Also attending the
meeting was Jerry Overmier, Beilharz Architects. Some of the phone systems currently utilized
by departments moving into the new facility are very outdated and need to be
replaced with new systems. The Board
also wanted to make sure the phone systems utilized by other departments will
be compatible with the new phone wiring that will be installed. Mr. Koenig was asked to get a price on a
speaker/paging system for the facility.
2:30 p.m. Wayne Olsson and Laura Howell, Board of
Elections and Election Board members: Susie
Bacon, Joe Tubbs, and Brenda Griffith met to discuss the possible purchase of direct
recording equipment for voting purposes.
There are approximately 26,000 current registered voters in Defiance County.
Per the Secretary of State’s office, a recommended machine to voter
ration suggests that Defiance
County have 142 machines
available for voting purposes plus 10 additional for back-up purposes. Funding for the machines is available, but
the Board of Elections is requesting approximately $230,000 from the County to
cover the remainder of the total cost of approximately $507,000 for the
machines. These machines must be
available for use by May, 2006 as punch cards will no longer be in use. The Board of Elections is hoping to obtain
these machines by January, 2006 so they may begin training the public in their
use. Commissioners took this information under advisement and will also discuss
it with staff members of the County Commissioners Association of Ohio regarding
additional funding from the State.
