OPENING:    

 

The regular meeting of the Board of Defiance County Commissioners was called to order at 8:00 a.m. on Monday, April 8, 2002, in the Conference Room of the Board of Defiance County Commissioners, 500 Court Street, Defiance, Ohio  43512 by Chairman Otto L. Nicely.

A.            APPROVAL OF MINUTES

 

The minutes of the April 1, 2002 meeting were not quite finished for review and approval.

Approve Revolving Loan Fund Request – C and S Truck Bodies

Commissioners approved this Revolving Loan Fund request through Maumee Valley Planning for C and S Truck Bodies, Defiance, for $60,000.00 for a period of 120 months at 4% interest.  The money will be used for the purchase of equipment and improvements to the existing facility.  Five new full-time job opportunities will be created within 30 months.

C.                OPEN ISSUES/DISCUSSION

 

The Board received notification that Crestline Paving will extend its bid on the Express Sewer, Leg A, for an additional 60 days.  Commissioners are waiting for the legal completion of all easements before bidding is awarded.  Commissioners noted that they will accept the verified price increases of materials for the project at the time of the bid award. 

  

D.            APPOINTMENTS

 

8:00 a.m.            Russ Herman, Defiance County Assistant Prosecuting Attorney, met with the Commissioners to review various documents at his office pending review and approval.

 

8:30 a.m.             Tom Carabin, CORSA (County Risk Sharing Authority) met with the Commissioners and Mark Hopper, Public Safety Services Coordinator, before leaving to inspect Auglaize Village and the Fairgrounds.  At 8:34 a.m. Mr. Carabin requested EXECUTIVE SESSION regarding Imminent Litigation.

EXECUTIVE SESSION ended at 9:18 a.m.

 

9:30 a.m.            Gaylon Davis, Defiance County Engineer, met with the Commissioners to present his weekly update.  He discussed the status of the railroad grade crossing project for the Snyder Road, Wonderly Road and Rosedale Road Railroad crossings.  A resolution obtaining right-of-way acquisition will be prepared for the next meeting. 

 

He also noted that the following bridges will be submitted to ODOT for approval – Buckskin Road, Beerbower Road and Flickinger Road.  They will be bid after approval.  

 

10:00 a.m.            General Session

 

At 10:15 a.m. Roger Reese, City Administrator, stopped in to speak to the Commissioners and requested to set up a meeting with the City Board of Control to review various pending projects in the County and City.

 

Commissioners also discussed the status of the City’s Downtown Beautification Project.  Mr. Reese said the project was hinging on the availability of grant funding.

 

11:00 a.m.            Diane Mayer and Tina Hiler, Defiance County Senior Services, met with the Commissioners for a departmental update and a review of the requirements of the Ohio Coordinated Transport, a transportation grant available through ODOT.  Lisa Rathke, Ohio Department of Transportation, was in attendance to present information regarding this grant.  This is a coordinated transportation program that is state funded – started in 1996.  Provides seed money for human service agencies to reduce duplication in providing transportation services.  Counties that do not have public transit are the high priority counties.  $75,000 would be made available for three years through a competitive application process.  Funds are to be used only for operating expenses (rent, drivers, fuel full-time coordinator, daily operating expenses), not capital purchases.  Henry County has just begun this program.   A

 

 

 

lead agency must be established through this grant, providing oversight to coordinator.  A cash match of 20% would be required for vehicle purchases.   The Board will review the information and decide whether they are interested in pursuing the funding for this program and, if so, what department might be the lead agency.   Ottawa, Hancock and Huron Counties have established this program and will be contracted for input. 

 

The Senior Center’s “Senior Prom” will be held Saturday, April 13 at the Weaner Center at Defiance College.  Registration begins at 5:00 p.m. with dancing from 6:00 to 9:00 p.m.  Dress is semi-formal to formal.

 

1:30 p.m.            Lee Sonnenberg and Olivia Binkley, Rural Development, met with the Commissioners regarding the Auglaize River Sewer Project.  Ken Maag, Poggemeyer Design Group, also attended.  The group reviewed the pre-application process for the project and noted deadlines for various forms.  The County has applied for $3,603,000 in federal funding and the formal application for this request must be filed with Rural Development by June 1, 2002.  If approved, the funds would become available after October 1, 2002. 

 

Commissioners also asked about the possibility of available funding to offset costs for the Indian Bridge Lane Sewer Project.  Poggemeyer will get the necessary information to Rural Development and Rural Development will see if there is a possibility the project can receive funding.       

 

After this meeting was over, Commissioners and staff met to review the status of all pending County projects.
