OPENING:    

 

The regular meeting of the Board of Defiance County Commissioners was called to order at 8:30 a.m. on Thursday, April 11, 2002, in the Conference Room of the Board of Defiance County Commissioners, 500 Court Street, Defiance, Ohio  43512 by Chairman Otto L. Nicely.

Authorize Application for Water Pollution Loan Fund for County Wastewater Facilities

This resolution updates one that was passed in 1997 to upgrade existing wastewater facilities in Defiance County.

 

C.                OPEN ISSUES/DISCUSSION

 

Randy Vogel, County Humane Agent, submitted his March report.  His office responded to 151 telephone calls, transported 42 dogs to the Humane Shelter, issued 4 citations, sold 80 dog tags and logged 1,958 miles on the Humane Officer’s vehicle.  1,940 pounds of euthanized animals were taken to the County Landfill.

 

D.        APPOINTMENTS

 

8:30 a.m.        General Session

 

On behalf of the Board and the Senior Services Center, Commissioner Nicely signed grant paperwork from the Area Office on Aging for the Senior Center’s Nutrition Grant ($118,000), the Alzheimer’s Grant ($34,000) and the Caregiver’s Grant ($84,000).

 

At 9:13 a.m., Commissioner Kime made a motion to enter EXECUTIVE SESSION regarding Land Acquisition.  Commissioner Miller seconded.  All eligible voted aye.

 

EXECUTIVE SESSION ended at 9:17 a.m.

 

Commissioners authorized the Defiance County Assistant Prosecuting Attorney, Russ Herman, to negotiate and prepare the necessary paperwork, on the County’s behalf, for the

 

 

purchase of property on the corner of Carpenter and Elliott Roads for placement of a pump station.

At 10:00 a.m. Karen Tubbs, County Treasurer, stopped in to briefly review information she received concerning a surety bond from Kansas Bankers Surety Company, through State Bank and Trust Company.  The bond guarantees up to $11,000,000.

 

10:10 a.m.      Becky Wagner, County Operations Manager/Administrator, presented her weekly report.  The employee health insurance handbooks should be available for distribution next week.  She received quotes from Marge McCurdy, Maintenance Supervisor, for tires for the Corsica, one of the County vehicles.  Becky will review the quotes with Ms. McCurdy before a decision is made.  She noted that the representative from CORSA will come to Defiance to present a sexual harassment seminar and a seminar on the Federal Medical Leave Act for County employees. 

 

10:30 a.m.      Doug Rath, County Wastewater Operations Director, met with the Commissioners with an update.  He reviewed revenue and expenses for the Wastewater Department.  He also discussed  those who do and do not, as yet, have permits to connect to the Brunersburg Sewer.  The deadline to connect has passed but, due to the weather, the deadline is being extended to June 15, 2002. 

 

Commissioners and Mr. Rath also reviewed the job description for the Wastewater Operations Director.   Several additions/corrections were made.  Doug is retiring in October and a replacement is being sought.

 

Received approval to erect a sign just outside his office noting “Five Minute Parking for Wastewater Operations Customers Only”.

 

1:30 p.m.        Commissioners met at this time for a study/facility planning session.
