DEFIANCE COUNTY COMMISSIONERS

THURSDAY, APRIL 14, 2005

The Board of Defiance County Commissioners met in regular session at 8:30 a.m. in the Conference Room of the Board of Defiance County Commissioners, 500 Court Street, Suite A, Defiance, Ohio  43512 on Thursday, April 14, 2005.  The meeting was called to order by Chairman Otto L. Nicely.  Also present were Commissioners Thomas L. Kime and Richard L. Cromwell; Becky Wagner, Administrator; Alison Grimes, Clerk and Joan Brown, Deputy Clerk.

8:30 a.m.      General Session      Commissioners approved and signed various resolutions, contracts and documents, approved several travel requests, reviewed the agenda items and the calendar of events, discussed upcoming meetings and updated information for the calendar of events.

Commissioners also signed the contract documents for the Standridge Railroad Spur project.  Diversified Road and Pipe, Whitehouse, Ohio was low bidder at $272,847.75.

9:30 a.m.     Becky Wagner, County Administrator, presented the following for the Board’s review:

Work is progressing well on Defiance County-East (the old Medical Office Building on East Second Street).  Lynn Clady, Beilharz Architects, will be bringing in conference room furniture samples for the Board to examine.  After discussing the conference rooms, Dennis McKay, Job and Family Services Director, would like to put the GED classroom in the basement.  He will use furniture he currently has to furnish the room.

Several shrubs that were damaged during a car accident at Evergreen Lane Office Complex are being replaced.  The Board authorized Ron Cereghin, Maintenance Supervisor, to get quotes to replace the remaining 5 shrubs.

Ron Cereghin, Maintenance Supervisor, stopped in regarding Defiance Count-East.  The soil covering the area that was once the old hospital is thickly strewn with rock and concrete debris.  Before mowing, the rocks need to be removed.  Over the spring and early summer, the Board felt the area should be disked or tilled and a rock hog utilized to remove the rock.  Good topsoil will be spread and grass seed planted.

Mr. Cereghin is also in the process of obtaining quotes to have several county parking lots sealed.  He will get back to the Board with the quotes when he receives them.

10:30 a.m.    Tim Houck, Landfill Manager, presented his monthly update.  Ron Cereghin, Maintenance Supervisor, also attended the early portion of the meeting.  The two discussed the upcoming mowing season and the need to hire seasonal help to assist in the summer mowing.  An ad will be placed in the paper requesting applications.

After Mr. Cereghin left, Tim proceeded with his Landfill report.  He submitted his monthly Landfill District Fee Pay-In report which noted the following:

In-District tonnage             7,751.34

          Out-of-District tonnage          798.96

          Out-of-State tonnage              31.73

Total fee due to the District for the month of March is $9,412.72.

Tim reviewed his income/expense reports, noting that sales are up from this time last year ($239,638 in 2005 versus $197,446 in 2004).  Over 10,000 tons of waste was taken to the Landfill during March.  He also noted that no violations were found during March’s EPA/Health Department inspection.

Litter pick-up by the road crew is progressing, but slowly.  96.7 miles of roadway have been cleaned so far.

He reminded the Board that the Annual Litter Recognition Breakfast is scheduled for Friday, April 29 at Defiance College.  Representative Steve Buehrer will be one of the guest speakers.

The yearly Maumee River Sweep is scheduled for Saturday, June 11.  If you would like to volunteer to assist or need further information, please contact the Environmental Services office at 419.784.5442.
