OPENING:    

 

The regular meeting of the Board of Defiance County Commissioners was called to order at 8:00 a.m. on Monday, April 22, 2002, in the Conference Room of the Board of Defiance County Commissioners, 500 Court Street, Defiance, Ohio  43512 by Chairman Otto L. Nicely.

8:00 a.m.        Russ Herman, Defiance County Assistant Prosecuting Attorney, met with the Commissioners for a review of various documents at his office for review and approval. 

 

8:12 a.m.  Commissioners requested Executive Session for Personnel [O.R.C. 121.22(G)(1)].  Commissioner Miller made the motion and Commissioner Kime seconded the motion.  The motion carried unanimously.  8:47 a.m.  Out of Executive Session.  

 

8:30 a.m.        General Session

 

9:30 a.m.        Gaylon Davis, Defiance County Engineer, presented his weekly update. 

This week, bridge inspections will be done at the following locations:  Ohio 281 at Domersville; U.S. 24 over the Maumee and Tiffin Rivers; Ohio 15 at North Clint and East Second Streets; and Ohio 66 at Jefferson Street.  Traffic will be maintained.  A section of Buckskin Road from Bend Road to Behnfeldt Road was re-paved last week.   

 

Commissioners also approved three federal aid bridge projects:  Flickinger at Beerbower; Buckskin west of St. Rt. 2; and Beerbower west of Ney-Williams Center.

9:59 a.m.  Commissioners requested Executive Session for Personnel [O.R.C. 121.22(G)(1).  Commissioner Kime made the motion and Commissioner Miller seconded the motion.  The motion carried unanimously.  10:02 a.m. Out of Executive Session.  

 

10:00 a.m.      Members of the Defiance County Historical Society, Emilie Lenhart, Joanne Barton, and Jean Gaskill; and Terry Ryan and Bruce Ryan met with the Commissioners for an update concerning the renovation/restoration of the Courthouse and surrounding buildings. 

 

11:30 a.m.      Ginny Shrimplin, CORSA (County Risk Sharing Authority); John Brownlee, Jr. of First Insurance and Investments, and Mark Hopper, Public Safety Director,  met with the Commissioners with information regarding the County’s property and liability insurance renewal.  The premium for 2002-2003 is $180,498 for property and liability insurance.  This is an increase of 8-9% from 2001-2002.

1:30 p.m.        Commissioners traveled to Paulding County to meet with Paulding County Commissioners, Williams County Commissioners and Fulton County Commissioners for a Four County Solid Waste District meeting.

 

Also, the Board reviewed an update on the re-write for the Solid Waste Plan. 

 

Composting information was presented by Jerry Richter of the Garden Ridge “Enviroscope,” Route 66 North, Defiance.  

 

2:30 a.m.  The Workforce Development Board of Williams, Paulding, and Defiance Counties met and reviewed the finances and MOU’s for 2003 programs.
