DEFIANCE COUNTY COMMISSIONERS

MONDAY, APRIL 23, 2007

The Board of Defiance County Commissioners met in regular session on Monday, April 16, 2007 at 8:30 a.m., in the Conference Room of the Defiance County Commissioners, 500 Court Street, Defiance, OH 43512. Commissioner Otto L. Nicely called the meeting to order. Also present were Commissioners Thomas L. Kime and James Harris, and Joanne Goerlitz, Deputy Clerk.

General Session – The Commissioners were presented with various resolutions and documents for approval. The Commissioners reviewed agenda items, discussed upcoming meetings, reviewed and updated the calendar of events.

The Commissioners approved a proposal from Beilharz Architects, Inc. for architectural/engineering services for the conceptual design and documents of an approximately 2,400-seat grandstand at the County Fairgrounds in Hicksville.

Russ Herman, Defiance County Assistant Prosecutor, along with Marlene Goodwin, County Auditor, met with the Commissioners for discussion on implementing House Bill 694. House Bill 694 applies to Counties and other political subdivisions to require contractors to complete an affidavit swearing their compliances with these new provisions limiting their campaign contributions to elected officials for contracts over $500.00.

Warren Schlatter, Defiance County Engineer, met with the Commissioners for the Bid Opening of Harding Road (CR 195) Reconstruction. Bid proposals were received as follows: B Hill'z Excavating, Inc., Wayne, OH - $764,517.70; Heer Excavating, Inc., Archbold, OH - $777,458.45; Miller Bros. Construction, Inc., Archbold, OH - $747,953.19; Ward Construction Co., Leipsic, OH - $720,012.90 and Zachrich Leasing, Inc., Defiance, OH - $862,945.45. The County Engineer's estimate is $773,978.70.

The Commissioners, upon the request from Warren Schlatter, authorized the County Engineer to proceed with the acquisition of road right-of-way and approval of plans for the following bridge replacement projects: Beerbower Road - 0.10 Miles West of Cicero Road; Cullen Road - 0.15 Miles South of Blanchard Road; Beerbower Road - 0.40 Miles East of Rosedale Road; Huber Road - 0.10 Miles West of Cicero Road; Williams Center Cecil Road - 0.60 Miles South of Blosser Road; Behnfeldt Road - 0.35 Miles North of Buckskin Road and Scott Road - 0.20 Miles East of Williams Center Cecil Road.

The Commissioners attended the Northwest Ohio Commissioners and Engineers Quarterly District Meeting in Logan County.
