DEFIANCE COUNTY COMMISSIONERS

The Board of Defiance County Commissioners met in regular session on Thursday, April 26, 2007 at 8:30 a.m., in the Conference Room of the Defiance County Commissioners, 500 Court Street, Defiance, OH 43512.  Commissioner Otto L. Nicely called the meeting to order.  Also present were Commissioners Thomas L. Kime and James E. Harris, Jr., Joanne Goerlitz, and Sherry Carnahan, Deputy Clerks. 

 

General Session – The Commissioners were presented with various resolutions and documents for approval.  The Commissioners reviewed agenda items, discussed upcoming meetings, and reviewed and updated the calendar of events.

 

The Commissioners, per the recommendation of Warren Schlatter, County Engineer, awarded the Harding Road (CR 195) Reconstruction Bid to Ward Construction in the amount of $720,012.90.

 

Lisa Karcher met with the Commissioners to review applications submitted for the FY 2007 CDBG Formula Program.  Defiance County has been allocated $79,000 under this program.  Funds in the amount of $64,000 remain for project construction once fair housing and administration costs are subtracted.  The County can allocate the funds to complete a maximum of six projects.  Fifty percent of the County's Formula Allocation must be spent in identified investment areas.  Four applications were submitted requesting funds.  The Commissioner’s will discuss these applications at a later date.

 

The Commissioners met with Tim Houck with Environmental Services.  Tim submitted his monthly financial report for revenue & expenses for the Landfill.  The annual sales summary total for March is $278,362.12.  The annual tons total to date is 8,313 and the annual cubic yards are 34,517.

 

Tim also reported the yearly/monthly cubic yards comparison for 2007 is 34,517 vs. 25,389 for this same time in 2006.  The yearly monthly tons comparison submitted for 2007 was 8,313 tons vs. 9,551 tons in March 2006.  Leachate monthly gallon total for the month of March is 377,387.

 

During the meeting, per the recommendation of Mannik & Smith Group, the Board awarded the Best Available Technology (BAT) Construction Bid to Melco, Inc. – Archbold, Ohio, in the amount of $1,739,756.00.

 

The Commissioners attended the Defiance County Planning Commission meeting.
