OPENING:    

 

The regular meeting of the Board of Defiance County Commissioners was called to order at 8:30 a.m. on Monday, April 29, 2002, in the Conference Room of the Board of Defiance County Commissioners, 500 Court Street, Defiance, Ohio  43512 by Chairman Otto L. Nicely.

A.        APPROVAL OF MINUTES

 

The minutes of the April 25, 2002 meeting were not quite finished, but will be reviewed at the next meeting.

8:30 a.m.        General Session

 

9:00 a.m.        Dennis Miller, Maumee Valley Planning Organization, stopped in briefly to get signatures from the Commissioners on funding application paperwork for the Ohio Water Development Authority in regard to the Express Sewer.

 

9:30 a.m.        Gaylon Davis, Defiance County Engineer, met very briefly with the Commissioners to present his weekly update.   He noted that various road construction/bridge construction projects were published in Sunday’s Crescent-News.   The

 

 

 

debris in the river east of The Bend at the CSX railroad is being addressed.  Also, paving on Glenburg Road should begin as soon as the weather clears.   

 

10:00 a.m.      Bruce Clevenger, OSU Extension Office Director, Amy Zirkle, 4-H Youth Development and Barb Rohrs, Family and Consumer Science, met with the Commissioners to present their respective quarterly updates.

 

4-H Youth Development:      There are 27 4-H clubs established throughout Defiance County, averaging 8 to 67 youth per club.   

 

To increase the awareness of the Defiance County 4-H program, teen leaders assisted in conducting school awareness visits to third grade classes throughout Defiance County.  During each visit teens discussed the importance of the 4-H program and explained all the exciting opportunities 4-H has to offer.  Information was also sent home with forth graders. 

 

Amy also noted that over $10,000 was raised at the April 20th 4-H Reverse Raffle.  The money will be placed in the Endowment Fund.    

 

Family Well Being:    Ms. Rohrs has been working with homebuyers that qualify under the CHIP Program through Maumee Valley Planning, teaching them how to meet budget deadlines and other financial obligations. 

 

25 people participated in a time-management conference.  Emphasis was on developing strategies that help people become efficient at the work site. 

 

The Family Nutrition Program presented 15 educational sessions with 180 participants.  Topics included Thermy, Germs Aglow, The Snacking Zone, Soy Good, Sensible Eating, and Potato Talks. 

 

50 people attended an estate planning program helping families develop goals to pass on personal property.  

 

Agriculture/Natural Resources/Community Development:           A Soil Fertility Workshop was taught to area commercial agronomists, crop consultants and grain and livestock farmers.  The course included topics such as soil chemistry and health, soil testing and laboratory selection, and management recommendations of nitrogen, phosphorous, potassium and lime. 

 

The Defiance County Farmer’s Market will open May 31st at Pontiac Park.

 

The 2002 class of Master Gardeners have completed their 50 hours of horticultural training.  Master Gardeners volunteer 50 hours of community service by assisting in community gardening projects and staffing a horticultural hotline Monday, Wednesday and Friday, 9:00 a.m. to Noon at the Extension Office.

      

10:30 a.m.      Russ Herman, Defiance County Assistant Prosecuting Attorney, met with the Commissioners and requested EXECUTIVE SESSION regarding Personnel (to consider the appointment, employment, dismissal, discipline, promotion, demotion or compensation of a

 

 

public employee – Ohio Revised Code 121.22).  Tim Houck, Environmental Services, also attended the meeting.

EXECUTIVE SESSION ended at 11:07 a.m.

 

Final disposition: Termination, effective immediately, due to insubordination, disobedience, intimidation, uncontrollable outbursts with employees and the public, and throwing county property.    

 

2:15 p.m.        Otto Gerdeman, Poggemeyer Design Group, met with the Commissioners and Doug Rath and Greg Reinhart, Wastewater Operations, to review various projects that were not addressed at the Thursday, April 25th meeting.   Mr. Gerdeman provided a summary of various County sewers and the degree of repairs each needed.   Depending on the date of construction, some sewer plants need more repair than others.  Commissioners will review the information and prioritize which systems are most in need of repairs.

 

The group then reviewed various items of equipment they felt were necessary to purchase to assist in maintaining the sewer systems.   A TV camera, sewer jet, gas checkers and another vehicle were pieces of equipment the Board felt were important and necessary purchases.   Doug Rath, Wastewater Operations, is in the process of obtaining quotes for these items.   

 

Poggemeyer Design Group submitted a remediation program to control inflow and infiltration within the sewer system and on private property for a total amount of $2,600.00.  PDG will submit a contract for the Prosecuting Attorney’s office to review.
