DEFIANCE COUNTY COMMISSIONERS

MONDAY, MAY 2, 2005

 

The Board of Defiance County Commissioners met in regular session at 8:30 a.m. in the Conference Room of the Board of Defiance County Commissioners, 500 Court Street, Suite A, Defiance, Ohio  43512 on Monday, May 2, 2005.  The meeting was called to order by Chairman Otto L. Nicely.  Also present were Commissioners Thomas L. Kime and Richard L. Cromwell; Becky Wagner, Administrator; Alison Grimes, Clerk and Joan Brown, Deputy Clerk. 

 

 

8:30 a.m.      General Session      Commissioners approved and signed various resolutions, contracts and documents, approved several travel requests, reviewed the agenda items and the calendar of events, discussed upcoming meetings and updated information for the calendar of events.

 

A request for public use of county property was approved for the Disabled American Veterans, Chapter 36 and the Defiance Chapter of Vietnam Veterans of America to hold a short service on Memorial Day, Monday, May 30. 

 

 

9:45 a.m.      Mark Hopper, County Public Safety Services Director, stopped in briefly to talk to the Commissioners about grant funding for a generator.  Stand-alone generators are eligible for grant funding under the Hazard Mitigation Grant Program.  Under this program generators are funded at a 50/50 cost share – 50% federal funding and 50% local match.  A hearing to discuss the Hazard Mitigation Grant Program and its potential use in the implementation of long-term hazard mitigation measures in Defiance County will be scheduled for public input.      

 

 

10:00 a.m.    Warren Schlatter, County Engineer, presented his weekly update to the Board.  He handed out ODOT’s weekly traffic report which noted the closing of Glenburg Road, north of Bostater.  The bridge was posted at 3 ton; trucks weighing over 8 ton crossed the bridge, undermining the supports and making it unsafe to cross.  Warren noted that there are companies that “rent-a-bridge” which he is considering utilizing until the bridge can be replaced.  Currently, the bridge is closed indefinitely until repairs can be made.       

 

Banner School Road, west of Christi, is closed for 90 days for a bridge replacement; Carpenter Road, between Jewell and Jewell, should be opened by the end of this week.   

 

Finally, he informed the Board that his office is getting ready to redo the Defiance County maps. 

 

 

10:30 a.m.    Commissioners left to attend an 11:00 a.m. meeting at the Williams County Commissioners office regarding a six year review of Wise Ditch #401.  This joint ditch, which runs through a portion of Washington Township (Defiance) and Springfield Township (Williams) has been on permanent ditch maintenance.  The public meeting was held to update and recalculate benefits in accordance with the new guidelines established by the Williams County Engineer.  After review, both Williams County Commissioners and Defiance County Commissioners approved the new net benefit percentages for each parcel listed in the schedule of landowners.  For further information regarding this ditch, please call Nancy at the Williams County Commissioners office at 419.636.2059.     

 

 

 

 

1:30 p.m.      Les McCaslin, ADAMHS Board Director, met with the Board with an update of services/activities.  Although funding has been reduced and the budget is tight, the ADAMHS (Alcohol, Drug Addiction, Mental Health Services) Board is still providing services and assistance as before.  Mr. McCaslin noted that they are working on a projected five-year budget.
