DEFIANCE COUNTY COMMISSIONERS

The Board of Defiance County Commissioners met in regular session at 8:30 a.m. in the Council Room of the Village of Hicksville, Hicksville, Ohio on Thursday, May 5, 2005.  The meeting was called to order by Chairman Otto L. Nicely.  Also present were Commissioners Thomas L. Kime and Richard L. Cromwell; Becky Wagner, Administrator; and Alison Grimes, Clerk.  Joan Brown, Deputy Clerk, was present for the Defiance portion of the meeting. 

 

 

8:30 a.m.      General Session      Commissioners approved and signed various resolutions, contracts and documents, approved several travel requests, reviewed the agenda items and the calendar of events, discussed upcoming meetings and updated information for the calendar of events.

 

Craig Poth, Zoning Inspector for the Village of Hicksville, stopped in to ask the Board about grant funding for the Forest Home Cemetery in Hicksville.  The cemetery is expanding and Craig is looking for grant funding for capital improvements.  The Board recommended Craig speak to Dennis Miller at Maumee Valley Planning, which he will do at today’s 1:00 p.m. Planning Commission meeting.

 

9:35 a.m.      Commissioners and staff began the return trip to Defiance.

 

 

10:15 a.m.    Becky Wagner, County Administrator, presented the following for the Board’s review:

 

  • She reviewed quotes for pavement sealing of various county parking lots (Evergreen Lane, Courthouse, Commissioner’s Annex and Defiance County-East) submitted by Ron Cereghin, County Maintenance Supervisor:
    • Strable Paving, Cecil                                        $25,191.00
      • (2 sprayed coats, except Courthouse, plus parking space paint)         
    • Blackstone Paving, Liberty Center           $19,380.65
      • (1 brushed coat plus parking space paint)
    • Hill Paving, Napoleon                                        $12,652.00
      • (1 sprayed coat plus parking space paint)

 

The Board requested that Becky and Ron view projects completed by these businesses and gather more detailed information before a decision is made.

 

  • She submitted a list of new members to the County’s Safety Committee which the Board approved.

 

  • Becky reviewed information she received during an OPERS (Ohio Public Employees Retirement System) seminar she attended Wednesday.  OPERS has offered to come to Defiance to present an informational meeting to county employees about recent changes and she was given approval to set up a meeting, after business hours, for employees.

 

 

 

 

  •  She also presented two quotes received from Ron Cereghin, Maintenance Supervisor, for the replacement of the damaged shrubs at Evergreen Lane Office Complex:
    • John Schaufele                  $1,985.00
    • Ewing Nursery                   $1,528.50

 

The Board approved Ewing Nursery’s quote, as long as both quotes were comparable.

 

 

11:00 a.m.    Mike Williams, Veteran’s Office, presented a departmental update to the Board.  He distributed copies of the 2004 Annual Report which noted the following:

 

Veteran Client Contacts                14,023         (personal, telephone & applicants)

                                                                      (a 13.7% increase over 2003)

 

Veteran Medical Transports:        $26,470        (transportation expenses for medical purposes)

Financial Assistance Expenses:    $94,295        (468 total veterans assisted)

11:20 a.m.    Matt Gilroy, Economic Development office, met briefly with the Board with a draft resolution in support of the Industrial Site Improvement Fund application for the Johns-Manville project.  The Board reviewed the resolution, requested several changes be made to the draft and approved the resolution pending those changes. 

 

 

At 1:00 p.m., Commissioners attended a Planning Commission meeting.  Kim Moss, Health Commissioner, reviewed new wastewater treatment regulations for individual septic tanks.  It was suggested is to set up a committee to define rules and regulations.  The preliminary and final plat (Section 18, Richland Township) for Johns-Manville expansion was approved. 

 

The next Planning Commission meeting was set for Thursday, May 26 at 1:00 p.m. at Maumee Valley Planning.
