OPENING:    

 

The regular meeting of the Board of Defiance County Commissioners was called to order at 8:00 a.m. on Monday, May 6, 2002, in the Commissioner’s Conference Room, 500 Court Street, Defiance, Ohio  43512 by Chairman Otto L. Nicely.

A.        APPROVAL OF MINUTES

 

The minutes of the May 2, 2002 meeting were not available for review as of this morning.

 

B.        RESOLUTIONS

 

The following Resolutions were submitted for consideration and approved:

 

Appointment of Diane Collins to Juvenile Detention Board

Ø       JOURNAL #129, RESOLUTION # 02-05-246

 

Diane Collins, Hicksville Village Clerk, was appointed to fill the unfinished term of Steve Young on the Juvenile Detention Board.  The term is effective immediately through April 2004.

 

C.                OPEN ISSUES/DISCUSSION

 

Randy Vogel, County Humane Agent, submitted his April report.  His office handled and investigated 189 complaints, took 47 animals to the Humane Shelter, issued 41 various warnings and 12 citations, and logged 2,286 miles.  2,000 pounds of euthanized animals were taken to the County Landfill for disposal. 

 

D.        APPOINTMENTS

 

8:00 a.m.        Russ Herman, County Assistant Prosecuting Attorney met with the Commissioners to review documents at his office which are pending his opinion/approval.

 

8:30 a.m.        General Session

 

 

 

9:03 a.m.        Diane Mayer, Defiance County Senior Services Director, stopped in to request EXECUTIVE SESSION regarding Personnel.

 

Motion – Tom            Second – Darrell       All eligible voted aye.

 

EXECUTIVE SESSION ended at 9:13 a.m.

 

Diane informed the Commissioners she received a letter of resignation from Ann Hillman, a Senior Services Center employee.  Her resignation was effective Friday, May 3rd.

 

9:30 a.m.        Gaylon Davis, Defiance County Engineer, presented his weekly update.  Paving projects are moving along well.  The weed sprayers are in town and, weather permitting, will begin this week.  Mr. Davis presented accumulated revenue information for the following:

Commissioners asked Gaylon if he would be interested in revamping the parking lot behind the KeyBank building which is now owned by the County.  Mr. Davis was agreeable to the request and will redesign the lot to offer as many additional parking spaces as possible for County employees.   

 

10:15 a.m.      Krista Luttmann, from the Public Affairs Office of the Auditor of State, met with the Commissioners to present Sherry Carnahan, Deputy Clerk, with a certificate of completion.  Sherry took an on-line course entitled “Ohio Financial Accountability”.  Course topics included investment policy, auditing, accounting procedures , and investments.  The course, offered by the State Auditor’s office, allows students to work on-line at their own pace.  

 

10:45 a.m.      Mark Hopper, Public Safety Services Coordinator, met with the Commissioners to review information gathered during the recent CORSA inspection of Auglaize Village and the County Fairgrounds.   He also submitted drafts of a storage lease agreement and a stall rental contract for the Commissioners to review and accept before forwarding the forms to the Fairboard.  These documents will be sent to Lavon Wiles, Grounds Maintenance, Jill Little, Secretary and Herb Retcher, Fairboard President.   

 

1:30 p.m.        Commissioners attended a Workforce Development meeting at the Public Safety Services facility to review finances with Paulding, Williams and Defiance County Commissioners.  The fiscal officers and Directors from the three county Jobs and Family Services departments also attended.  Stan Searing, interim Opportunity Center Director attended and was introduced to all members.
