OPENING:    

 

The regular meeting of the Board of Defiance County Commissioners was called to order at 8:30 a.m. on Thursday, May 9, 2002, in the Commissioner’s Conference Room, 500 Court Street, Defiance, Ohio  43512 by Chairman Otto L. Nicely.

C.                OPEN ISSUES/DISCUSSION

 

Roger Reese, City Administrator, stopped in at 8:27 a.m. to invite the Commissioners to the Salvation Army dinner being held tonight at The Eagle’s Nest, Mark Center.  Tickets are $15.00. 

 

D.        APPOINTMENTS

 

8:30 a.m.        General Session

 

9:30 a.m.        Karen Tubbs, Defiance County Treasurer, met with the Commissioners to review and update the County’s Investment Policy.  Several changes were suggested.  The revised Policy will be submitted to the Prosecuting Attorney for his review and approval before the Commissioners approve it by resolution.

 

11:00 a.m.      Jim Harris, Soil and Water Conservation District Administrator, and Jeff Ankney, District Technician, met with the Commissioners with a presentation on digitalization of soils.  Representing the Ohio Department of Natural Resources were Tim Gerber and Wayne Channel.  Warren Schlatter, Defiance County Engineer’s office, also attended the presentation.

 

Mr. Gerber presented information regarding a soil digitalization survey currently in progress throughout Ohio.  This project is an initiative to achieve statewide digital soils information by 2006.  Defiance County’s soils were last surveyed in 1978 – one of the last counties in Ohio surveyed and making the soils characteristic data over 20 years old.  Local county share of the total cost would be approximately $17,000.  Data from this survey will be placed on a CD showing maps, soil characteristics, bedrock depth, orthographic pictures and other soil information.  The earliest the project would start in Defiance would be May, 2003.  First payment of $5,000 would be due then, and approximately $5,000 per year for the next two years.  Mr. Harris will review the information with the Soil and Water Board and return to the Commissioners with a recommendation.  

 

Mr. Harris requested to set a date to open bids for a new ditch maintenance truck.  Bids will be opened at 11:00 a.m. Monday, June 10th in the conference room of the Board of Commissioners.  He also submitted the April Ditch Maintenance Department report and a report for the Defiance Field Office Quality Management Review. 

 

Jim also handed out information concerning the meeting scheduled with Williams County on Monday, May 13 regarding Reynolds Ditch.  The meeting is a six-year review and will be held at Williams County.

 

1:30 p.m.        Commissioners traveled to the offices of the Fulton County Commissioners for a joint Juvenile Detention Board meeting.  The meeting was held to reappoint/appoint several members to the Board.  Representing Defiance County will be Diane Collins, Hicksville Village Clerk.  She is replacing Steve Young whose term is effective through April 2004.
