DEFIANCE COUNTY COMMISSIONERS

The Board of Defiance County Commissioners met in regular session at 8:30 a.m. in the Conference Room of the Board of Defiance County Commissioners, 500 Court Street, Suite A, Defiance, Ohio 43512 on Monday, May 22, 2006.  Chairman Thomas Kime called the meeting to order.   Also present were Commissioners Richard Cromwell, Otto Nicely, Clerk Lyla Gurwell, and Deputy Clerk Joanne Goerlitz.

 

General Session – The Commissioners were presented with various resolutions and documents for approval.  Commissioners also reviewed agenda items, discussed upcoming meeting and reviewed and updated the calendar of events.

 

Defiance County Public Safety Services Director, Mark Hopper, updated the Commissioners on the on the updates to the Defiance County Emergency Operation Basic Plan.  The Plan has been updated to be NIMS (National Incident Management System) Compliant.  The basic plan includes additional maps of Cities & Villages and Ohio Precipitation Maps.  The adoption of NIMS will provide a consistent approach to the effective management of situations involving natural or manmade disasters by using a set standardized structure at all levels of government.

 

Commissioners signed an agreement between the Ohio Department of Health and the Defiance County Family and Children First Council.  The agreement is a mechanism to reimburse counties for developmental evaluations completed on each infant or toddler referred to the Help Me Grow Program.  Based upon the requirements of the Child Abuse Prevention and Treatment Act, Ohio Department of Health will reimburse the administrative agency of each Family and Children First County $300.00 for each developmental evaluation conducted on an infant or toddler referred to the Help Me Grow Program.

 

Defiance County Engineer, Warren Schlatter updated the Commissioners on the Elliott Road Project.  Warren stated that he is making sure the contractor follows the Storm Water Pollution Prevention Plan which was mentioned as part of the bid package for this job. 

 

Warren also discussed road work on Defiance-Henry County Line Road.  Warren mentioned the road is open to through traffic but added road crews are finalizing the work in that location.  Henry County will be billed for one half of the cost of this project.

 

Warren also discussed the 2006 Issue II Paving of Various Roads awarded to Gerken Paving.  Warren indicated the project would begin mid June and will include 7.87 miles of roadway on Adams Ridge Road.  The estimated cost of the project is $467,822.35 (which breaks down to approximately $60,000 per mile for 1 ½” of asphalt.

 

Merlin Butler from Poggemeyer Design Group came in to discuss Elliott Road Land Acquisition with the Commissioners.  Merlin discussed the need for approval of a permanent easement for the sanitary sewer, legal description and location sketch.  Russ Herman, Assistant Prosecuting Attorney is assisting with this process.

 

Maumee Valley Planning, Lisa Karcher came in to discuss the 2006 Formula Program and the Community Housing Improvement Strategy.

 

 

Lisa discussed locations for project submissions within Defiance County.  They range from Waterlines extensions, replacement of old culverts and storm drain outlets.  Unfortunately there is not enough funding available in the budget for all of the updates, but most will be funded.  Lisa mentioned the allocation was down this year by $10,000.
