DEFIANCE COUNTY COMMISSIONERS

MONDAY, MAY 23, 2005

 

The Board of Defiance County Commissioners met in regular session at 8:30 a.m. in the Conference Room of the Board of Defiance County Commissioners, 500 Court Street, Suite A, Defiance, Ohio  43512 on Monday, May 23, 2005.  The meeting was called to order by Chairman Otto L. Nicely.  Also present were Commissioners Thomas L. Kime and Richard L. Cromwell; Becky Wagner, Administrator; and Joan Brown, Deputy Clerk. 

 

8:30 a.m.      General Session      Commissioners approved and signed various resolutions, contracts and documents, approved several travel requests, reviewed the agenda items and the calendar of events, discussed upcoming meetings and updated information for the calendar of events.

 

10:00 a.m.    Warren Schlatter, County Engineer, presented his weekly update to the Board.  He presented and the Board signed the plans for replacement of a bridge on Arrowsmith Road, .50 miles east of Casebeer Miller Road, and the replacement of a bridge on Christy Road, .10 miles south of Coressel Road. 

 

Ney-Williams Center Road remains closed south of County Line for replacement of a bridge but should be open by the end of the week.   The highway crew will begin work on a bridge on Adams Ridge Road, north of Nagel Road, with the pipe to be set the first of June.  The road will be closed for approximately two weeks beginning later this week.     

 

Warren reported that he is still working with the insurance adjuster regarding the Glenburg Road bridge which was damaged a couple weeks ago by a truck which exceeded the weight limit posted on the bridge.  

 

10:30 a.m.    Judge Joseph Schmenk, County Auditor Marlene Goodwin, and Deputy County Auditor Karen Zirkle met with the Board to review information from the Office of the Ohio Public Defender concerning an  indigent defense recoupment program.  Judge Schmenk will contact the State Office for additional information and report back to the Board.  

 

11:00 a.m.    Karen Tubbs, County Treasurer; Marlene Goodwin, County Auditor; met with the Board to review information for updating computer software for the two departments.  The Board signed a Letter of Intent with Manatron to reserve a slot for implementation during 2006 or the spring of 2007.

 

1:30 p.m.      Tim Houck, Landfill Director, presented the monthly Landfill update.  During April, 10,448 tons of waste was received at the Landfill.   Plans and testing for landfill expansion are underway and OEPA approval is pending.  No violations were found during the OEPA inspection on May 13.  The annual car battery round up is being done by NAPA April 18 through May 24.  Second shift recycling is being done in the Village of Hicksville during May, June, July and August.  For more information, contact Environmental Services at 419-782-5442.   Tim reminded the Board that the next Solid Waste District meeting is scheduled for July 25th at the Fulton County Commissioners’ office.   

 

 

2:30 p.m.    Mayor Bob Armstrong, Administrator Jeff Leonard, Attorney David Williams from the City of Defiance; John Clark and Jeff Stone from the Wastewater Treatment Plant; and Jerry Hayes, Economic Development, met with the Board to update each other on various projects involving both the City and the County.  These projects included:  the Express Sewer, the Standridge Rail Spur, and the Johns Manville project.
