OPENING:    

 

The regular meeting of the Board of Defiance County Commissioners was called to order at 8:30 a.m. on Thursday, May 30, 2002, in the Commissioner’s Conference Room, 500 Court Street, Defiance, Ohio  43512 by Chairman Otto L. Nicely.

Richard Cromwell, candidate for Commissioner, stopped in at 10:20 a.m. to sit in during the Commissioner’s session.  He left at approximately 11:10 a.m.

8:30 a.m.        General Session

 

9:05 a.m.        Matt Cordonnier, Planner, Maumee Valley Planning, met to open bids for a generator for the Village of Ney.  No bids were received for this project.  Commissioners recommended Matt contact Mark Hopper, Public Safety Services Coordinator, to see where he purchased the generator used by Emergency Management.  While here, Matt briefly reviewed the FY2002 Community Development Block Grant Formula Program applicants and projects.  Nine applicants are vying for $91,500. 

 

9:20 a.m.        Roy McDonald, Junior Police Academy Coordinator, met with the Commissioners to review this year’s program.  28 youth will attend the 4th class of the Junior Police Academy – 18 county, 10 city.   Mr. McDonald was requested to contact Sandy Herman, Family and Children First Council, for funding committed by the Council of $7,000.00.

 

9:40 a.m.        Commissioners entered EXECUTIVE SESSION regarding Personnel (potential hiring) [ORC 121.22(G)].  Motion – Tom               Second – Otto           All eligible voted aye.

10:05 a.m.      Becky Wagner, Administrator, presented a brief update at this time.   She requested approval to put together a Health and Safety Committee of approximately 13 county employees to review needs and brainstorm various ideas to improve safety in the workplace.  Deb Bloomfield, Deputy Clerk, updated the Commissioners on the status of the County flag project.  She is expecting various samples and quotes for various styles of flags.  The flag must be completed and sent to Columbus by December where it will be flown over the Statehouse in 2003.    

 

10:30 a.m.      Tim Houck, Defiance County Landfill Manager, met with the Commissioners with his monthly update.   The Landfill’s attorney, Dick Sargeant, Eastman and Smith, also attended.   Total tons received at the Landfill during April was 7,017.45 tons.  Cubic yards equaled 26,460, the third best April since 1994.  Leachate gallons are up from March (60,670 in March, 110,110 in April), due to the amount of rain received.  The Army Corps of Engineers is at the Landfill today making a wetlands determination regarding a section of woods.  Mr. Sargeant will meet with the engineers later today to review their findings.  Mr. Sargeant also reviewed the proposed OEPA rules and various legislative bills regarding Landfills. 

 

The Maumee River Shoreline Sweep is scheduled for June 22.  Recycle Ohio! month is November.  Tim also noted that 1,200 students were reached in 52 Litter/Recycling presentations in Defiance County schools this school year.  The Policy Committee will meet June 11 and the next Solid Waste District meeting is scheduled for July 8th, 1:30 p.m. at Defiance County.           

 

 

 

1:30 p.m.        Rick Edmonds, Good Samaritan Director, met with the Commissioners to review their FY2003 budget.  He anticipates that various Federal funding, other than Adult CAFS will terminate and there will be no per diem increases in adult or early intervention

funding through the State.  Currently, Good Sam serves 220 children and adults.  68.5% is the average MRDD funding across the State; 58% of Good Sam’s revenue is funded locally.  Mr. Edmonds requested approval from the Board to place a 0.85 mill renewal levy on the November 2002 ballot.  It is estimated that this levy would generate approximately $475,000 per year, beginning in calendar year 2004.
