OPENING:    

 

The regular meeting of the Board of Defiance County Commissioners was called to order at 8:30 a.m. on Thursday, June 6, 2002, in the Hicksville Village Council Room, Hicksville, Ohio by Chairman Otto L. Nicely.

The minutes of the May 30, 2002 meeting were not completed and will be reviewed at a later date.

C.                OPEN ISSUES/DISCUSSION

 

Jean Ziegler, Clerk of Courts, submitted her monthly activity report.  2,521 titles were issued in May: 174 new cars, 1,374 used cars, 94 new trucks, 543 used trucks, 26 vans, 96 motorcycles, 39 off-road vehicles and 85 watercraft.  $8,143.79 was collected and deposited to the General Fund.

 

Jane Tadsen, County Recorder, reported the following activity for the month of May: 205 deed transfers, 427 mortgages and 385 releases.  Total collected and deposited to the General Fund was $29,727.00.

 

D.        APPOINTMENTS

 

8:30 a.m.        General Session

 

Reviewed applicants for Business Manager’s position at the Senior Services Center.  Commissioners approved offering the position to Joe Coressel.  He will be offered the 80 hour per pay period position plus benefits.  If he accepts the position, Mr. Coressel will report to the Commissioners, the Administrator and the Senior Services Center Director.  Mr. Coressel will be asked to meet with the Commissioners on a monthly basis to update them on the Senior Services finances.

Also discussed were the applicants for the Environmental Services position.  Becky Wagner, Tim Houck and Bob Davis reviewed the applications and have a candidate chosen.  Tim Houck will handle contacting the chosen applicant to see if he/she will accept.

 

Becky also updated the Commissioners on the Senior Services Center bus accident and the accident involving a Sheriff’s cruiser.

 

10:30 a.m.      Commissioners spent the morning portion of the meeting in Hicksville, reviewing the agenda items, signing requested documentation and passing the above resolutions.  At 10:30 a.m., they began the trip to the Soil and Water office for the 11:00 a.m. Public Hearing.

 

 

11:00 a.m.      Commissioners traveled to the Soil and Water offices on Evansport Road where Jim Harris, Administrator and Kevin Hancock, Soil and Water Conservation District Technician, held a public hearing regarding the extension of the Dwight Ditch #97-14 project which is located in Delaware Township.  Residents attending the meeting were:  Mary Trent, William Bok, Rex Russell, Darrell Bok, Andy Shininger, Dwight Shininger, and Gary Mavis and Jeff Peter, Soil and Water Board.  The ditch was originally petitioned in 1997 and landowners opted to clean a portion of the ditch on the lower end along the railroad track and the major problem area just south of the track.  The remainder of the ditch was petitioned by William Ames and the hearing was held to see if the adjacent landowners were interested in having the remainder of the ditch cleaned which would cost landowners approximately $15 – 16, 000.  Several of the residents felt the drainage problem was caused by a culvert owned by the railroad.  Mr. Harris informed the group that if the ditch was placed on ditch maintenance, he would have a chance of requiring the railroad to repair the culvert.  A vote was taken; however, the Soil and Water Board will review the information and return to the Commissioners with their recommendation. 

 

1:30 p.m.        Russ Herman, Defiance County Assistant Prosecuting Attorney, met with the Commissioners (except Commissioner Miller who did not attend the afternoon session) to review the lease agreement for the One Stop facility on East Second Street.
