OPENING:    

 

The regular meeting of the Board of Defiance County Commissioners was called to order at 8:30 a.m. on Thursday, June 13, 2002, in the Conference Room of the Board of Defiance County Commissioners, 500 Court Street, Suite A, Defiance, Ohio  43512 by Chairman Otto L. Nicely.

C.                OPEN ISSUES/DISCUSSION

 

Randy Vogel, County Humane Officer, submitted his monthly report.  During the month of May, his office investigated 118 calls, took 32 dogs to the Shelter, issued 14 warnings and 9 citations and logged 2,044 miles.  2,580 pounds of euthanized animals were taken to the Landfill.

8:30 a.m.        General Session

 

9:00 a.m.        At this time, Commissioners opened bids for a pick-up truck to be used by the County’s Wastewater Operations department.  Doug Rath and Greg Reinhart, Wastewater Operations, reviewed the following bid:

9:40 a.m.        Mike McCann, representing the Parks Board, stopped in briefly to show a tentative schematic of a proposed boat ramp at Pontiac Park.  He noted that Poggemeyer Design Group should have a completed design soon. 

 

10:00 a.m.      Becky Wagner, Defiance County Administrator, met with the Commissioners to present her weekly update.  The automated payroll has been completed at the Health Department and the computer consultant, Bob Arend, is finishing up at the Sheriff’s office.  She received approval from the Commissioners for Randy Vogel, Humane Officer to purchase a portable radio which would be used by the assistant humane officer and himself. 

 

10:30a.m.       Sheriff David Westrick met with the Commissioners with a departmental update and a request for funding assistance.  He noted that one of his deputies, Jack Davis, will be leaving the department shortly.   As he is the K-9 handler for Nico, a new dog would need to be purchased.   Nico has served on the Sheriff’s department for six years and is due for retirement.  The department’s pontoon boat needs to be replaced as it is in poor condition – other boats have been borrowed for use by the Sheriff’s office.  He recommends a Boston Whaler, a small outboard about 14 feet long.  This was approved by the Commissioners.  The Sheriff also requested replacement of about 20 Kevlar vests used by deputies and court security.  The Sheriff receives a Federal grant covering half of the cost of

 

 

the vests which is approximately $19,000.  Commissioners okayed up to $10,000 of county funds for the vests.   He would also like to purchase a new vehicle for the department which would replace an older model with high mileage.

 

11:00 a.m.      Harriet Steele, Lynn Fensler and Craig Richards, Defiance County Health Department, met with the Commissioners at this time.  Ms. Fensler and Ms. Steele presented information regarding the Bureau of Children with Medical Handicaps (SIDS, diabetes, cancer, etc.).  BCMH provides diagnostic services to infants and small children to discover if the child has a medical problem.  If so, the child qualifies for the medical program.  Income is not an issue – anyone may apply.  Currently there are about 126 children in Defiance County on the program.   The treatment process lasts a year.  When the year is up, the family must re-apply for services.  Only specific doctors are BCMH providers; none are located in Defiance.  Currently, all the BCMH-certified doctors are located in Toledo.  For more information, contact Ms. Fensler at the Health Department at 419.784.3818.

 

Craig Richards stayed to discuss various sewer projects.  Commissioners want to clarify the minimum required distance a resident must have to not be required to hook up to a sewer.  Currently, 200 feet was the minimum distance requirement.  Several residents whose homes are more than 200 feet from the sewer line have asked not to be required to hook into the sewer system   Craig will do some research and also talk to Doug Rath, Wastewater Operations, before submitting his recommendation.   The Health Department has the final authority to designate the minimum distance.  Mr. Richards will be given a list of residents hooking into the County’s various sewers and a letter will be generated and mailed to those who are affected by the distance requirement.

At 3:00 p.m. Commissioners met with Sue Westendorf, Napoleon Chamber Executive, Floyd Culver, Defiance Chamber Executive, Jim Hoops, Representative, Mayor Fred Schultz, Jerry Hayes, Economic Development Director, and Barbara Barker, representing Paul Gillmor’s office to review the US 24 project.  The group is asking State and Local officials for their support of this project for the purpose of highway safety.
