The Board of Defiance County
Commissioners met in regular session at 8:30 a.m. in the Conference Room of the Board
of Defiance County Commissioners,
500 Court Street, Suite A, Defiance,
Ohio 43512 on Monday, June 13, 2005. The meeting was called to order by Chairman Otto
L. Nicely. Also present were Commissioners
Thomas L. Kime and Richard L.
Cromwell; Becky Wagner,
Administrator; Alison Grimes, Clerk and Joan Brown,
Deputy Clerk.
8:30 a.m. General
Session Commissioners approved and
signed various resolutions, contracts and documents, approved several travel
requests, reviewed the agenda items and the calendar of events, discussed
upcoming meetings and updated information for the calendar of events.
10:00 a.m. Warren Schlatter, Defiance County Engineer,
met with the Board for a departmental update.
He reviewed the damages discovered at the Fairgrounds which were caused
by someone four-wheeling over portions of the ground and ditches. Cost to repair the damages, estimated at
approximately $1,000, will be forwarded to the Sheriff’s office for prosecution
purposes.
Warren
reviewed the accumulated revenue report for his department which includes
Permissive Tax, Motor Vehicle/License Tax, Gasoline Tax, and Court Fines. Total accumulated revenue to date totals
$1,529,702 versus $1,389,454 from 2004.
The increase can be attributed to Motor Vehicle/License and Gas Tax
revenues.
The Watson Road
project should be completed in another week or two, depending on weather. The Bend
Road project will begin after Watson Road is completed, although
preliminary work on the Bend Road
has already begun. Warren
noted that the Adams
Ridge Road
Bridge should be opened
this week.
Finally, he submitted the Highway Garage’s daily crew
worksheet for the Board’s review.
10:30 a.m. Commissioners left to attend an 11:00 a.m. meeting with the Henry
County Commissioners and Soil and Water personnel for a joint ditch review. Jim Harris, Soil and Water Conservation
District Ditch Maintenance Administrator, traveled with the Board to the
meeting. After review, both Henry County
and Defiance County Commissioners approved to place the joint ditches on the
2005 tax duplicate for a period of one year.
1:30 p.m. Lisa Karcher, Maumee Valley Planning, met
with the Board for the FY2005 Formula Project Review. Three entities are vying for funds totaling
$74,500 for various projects:
Farmer Township is requesting $30,400 for flood and drainage
facilities (remove and replace two culverts); the Village
of Hicksville is requesting $30,000 to
offset the total cost of $103,700 for flood and drainage facilities
(replacement of drainage sewer that drains westerly portion of the Village) and
Milford Township is requesting $38,900 for
street improvements (rebuild and re-
pave Casebere-Miller
Road from Kramer south one mile). Evansport has also requested funding for a
replacement of a waterline, but the cost is unknown at this time.
The Board will review the projects and their requested
amounts. The second public hearing
regarding the 2005 Formula Projects is scheduled for Thursday, June 30 at 10:30 a.m.
2:00 p.m. City administration personnel including
Mayor Bob Armstrong, Administrator Jeff Leonard, Finance Director John Seele,
Law Director Dave Williams and Administrative Assistant Ann Scribner, met with
the Board for a joint update of projects.
Also attending was Jerry Hayes, Economic Development and Will Burns,
Maumee Valley Planning. Among topics discussed
were Standridge Color Corporation, the Express Sewer, Commerce Drive and the Elliott Road Sewer
District.
