DEFIANCE COUNTY COMMISSIONERS

THURSDAY, JUNE 16, 2005

 

The Board of Defiance County Commissioners met in regular session at 8:30 a.m. in the Conference Room of the Board of Defiance County Commissioners, 500 Court Street, Suite A, Defiance, Ohio  43512 on Thursday, June 16, 2005.  The meeting was called to order by Chairman Otto L. Nicely.  Also present were Commissioners Thomas L. Kime and Richard L. Cromwell; Becky Wagner, Administrator; Alison Grimes, Clerk and Joan Brown, Deputy Clerk. 

 

 

8:30 a.m.      General Session      Commissioners approved and signed various resolutions, contracts and documents, approved several travel requests, reviewed the agenda items and the calendar of events, discussed upcoming meetings and updated information for the calendar of events.

 

During General Session, two annexation petitions were addressed.  Marc Warncke, Agent for the Petitioner regarding the annexation petitions, was present for this portion of the meeting.  Roger Mohr, of ButlerMohr Real Estate, was also present. 

 

The first petition was for the annexation of 48.189 acres from Defiance Township to the City of Defiance.  The petition for annexation met all the requirements of an Expedited Type 2 annexation and, after review and discussion, the Board approved the annexation. 

 

The second annexation, also an Expedited Type 2, was for the annexation of 19.0720 acres from Richland Township to the City of Defiance.  As all the requirements were met, this annexation was also approved, after review and discussion. 

 

 

9:30 a.m.      Becky Wagner, County Administrator, presented the following information for the Board’s review:

 

ü     Various options are being reviewed to move the departments from their current locations into Defiance County-East when completed.

 

ü     As the Assistant County Prosecutor’s meeting will be cancelled Monday, due to the Summer Conference, he will be scheduled for Monday, June 27 to meet with the Board.

 

ü     The Engineer’s office is still in the process of completing the surveys/descriptions for the canoe launches on West High Street and Schick Road.

 

 

10:30 a.m.    Randy Vogel, Defiance County Dog Warden, met with the Board to present his monthly update.  He reported the following for the month of May: his office investigated 119 complaints, 62 within the City; the rest were in the County; 31 dogs were taken to the Shelter; his office issued 16 warnings and 30 citations; 2,218 miles were logged on the Dog Warden’s vehicle and 660 pounds of euthanized animals was taken to the Landfill.

 

Randy also noted that door-to-door dog license checks are still ongoing. 

 

 

 

 

 

 

11:00 p.m.    John Ferland and Lynn Bergman, Defiance County Airport Authority, met with the Commissioners to review the status of their grant projects.  Standridge Color Corporation will be building a hangar and the Airport Board would like to extend the runway 50 feet to include the new hangar. 

 

The Airport Authority has obtained grants for various projects at the Airport: ramp reconstruction, a parallel taxiway, snow removal equipment, t-hangar taxiway reconstruction and connecting taxiway rehabilitation, but is requesting funding assistance from the County to continue the projects.  If funded, these improvements will be completed over a period of five years.  If funding assistance is not received, the Airport will lose their grant funding.   Zande Construction is performing the work at the Airport. 

 

The Board agreed to assist the Airport Board with funding up to approximately $42,000 as long as the Airport Board gives their request for funds 30 days in advance. 

 

A mowing issue was also addressed.  A section that is only mowed 3 or 4 times a season will now be mowed monthly at the request of the Airport.  The additional cost will be billed to the Airport.
