OPENING:    

 

The regular meeting of the Board of Defiance County Commissioners was called to order at 8:30 a.m. on Thursday, June 20, 2002, in the Conference Room of the Board of Defiance County Commissioners, 500 Court Street, Suite A, Defiance, Ohio  43512 by Chairman Otto L. Nicely.

The minutes of the June 13, 2002 meeting were reviewed and unanimously approved as read.

C.                OPEN ISSUES/DISCUSSION

 

Tim Houck, Landfill Manager, submitted his District Fee report for the Month of May.  In-District waste received totaled 5,631.50 tons; Out-of-District waste totaled 173.61 tons and Out-of-State waste received totaled 46.25 tons.  Total amount due to the District came to $6,071.22.  

 

Commissioners received a letter of resignation from Sandy Herman, Family and Children First Council Director.  Her last day will be Friday, July 5, 2002.  Ms. Herman has accepted the position of Principal at St. Mary’s Catholic School.

D.        APPOINTMENTS

 

8:30 a.m.        General Session

 

Commissioners okayed payment of $2,000 to Family and Children First Council, the mandated share covering administrative services from July 1, 2002 through June 30, 2003. 

 

Commissioners received word that Warren Schlatter, County Engineer’s Chief Deputy, received notice yesterday that he passed his professional engineer’s test which he took in April.  The Board recognizes the hard work and dedication Warren has shown and wishes to congratulate him for his achievement.

 

9:30 a.m.        Becky Wagner, Operations Manager/Administrator, met with the Commissioners to present her weekly update.  Plans are in place for the creation of a website for the Senior Services Center.  Jeff Ankney, who works for the Soil and Water Conservation office and who created the County’s website, will handle the project.  

 

Commissioners okayed the replacement of a word processor for Common Pleas Court.  The new computer system will cost $3,246.   Commissioners also approved the installation of a water heater unit under a sink at the Health Department.  Cost for the heater is approximately $250.  She noted that the Maintenance Supervisor, Marge McCurdy, has had all the county lawns sprayed for weeds.    

 

10:13 a.m.      Commissioners entered EXECUTIVE SESSION to discuss Hiring/Firing of Personnel (ORC 121.22).

EXECUTIVE SESSION ended at 10:30 a.m.

 

 

 

10:30 a.m.      Diane Mayer, Tina Hiler, Delinda Chavez and Joe Coressel, Defiance County Senior Services Center, met with the Commissioners with an update of their services.  

Delinda noted that 251 seniors were signed up for the Farmer’s Market.  They receive $20.00 worth of coupons for the purchase of fresh produce from these vendors.  The Farmer’s Market runs each Friday through September at Pontiac Park. 

 

Tina informed the Commissioners that the Ohio Department on Aging has produced a statistical book on seniors.  It offers statistics and trends of seniors and senior centers.  She will deliver copies to the Commissioners once they are available.  Tina also noted that over the past 10 years there has been a 9% increase in the number of care givers giving in-home care to a spouse, child or grandchild.   

 

Joe Coressel, their new Business Manager, is in the process of creating a database to be able to follow the income and expense of various grants the Senior Center receives more closely.  He is also in the process of creating a more detailed budget database and a vehicle inventory.   

 

11:00 a.m.      Commissioners left at this time to attend an 11:30 a.m. meeting at the Henry County Commissioners’ offices regarding assessments for the Cordes and Ridgeville Ditches.  The Joint Board passed a resolution approving the 2003 assessments for the following ditches: Adams-Maddock Joint, Arnos Joint, Bauer Joint, Eberle Joint, Elliott Joint, Fullmer Joint, Groll Joint, Grossman Joint, Mansfield Joint, Peck Joint and Wiemken Joint.

 

2:30 p.m.        Commissioners met with Larry Haver regarding the lease of the One Stop facility on East Second Street.  Stan Searing, interim Workforce Development Director, also was in attendance.   Mr. Haver owns, and has remodeled, the building which houses the One Stop facility.  Stan Searing felt that the One Stop utilizes approximately 10,000 square feet in the facility.   

 

Mr. Haver’s attorney will prepare a lease agreement and meet with the Commissioners for input and review.  The completed document will then be submitted to the County Prosecuting Attorney for approval.  Mr. Haver will also address the condition of the parking lot in front of the facility.   The Commissioners will meet with Karen Tubbs, County Treasurer, regarding financing and will review the lease when it is prepared.
