DEFIANCE COUNTY COMMISSIONERS

The Board of Defiance County Commissioners met in regular session at 8:30 a.m. in the Conference Room of the Board of Defiance County Commissioners, 500 Court Street, Suite A, Defiance, Ohio 43512 on Thursday, June 22, 2006.  Chairman Thomas L. Kime called the meeting to order.  Also present were Commissioner’s Richard L. Cromwell, Otto Nicely, County Administrator Becky Wagner, Clerk Lyla Gurwell, and Deputy Clerk Joanne Goerlitz.

 

General Session – The Commissioners were presented with various resolutions and documents for approval.  Commissioners also reviewed agenda items, discussed upcoming meetings and reviewed and updated the calendar of events.

 

The Commissioners met in Study Session on Wednesday, June 21, 2006 to further discuss the building options for the courthouse.  The Commissioners discussed the square footage necessary to accommodate those who are presently in the existing courthouse.  They discussed reducing the current building options provided by Jerry Overmier of Beilharz from 3 options down to 2.

 

The Commissioners anticipate holding several public meetings to discuss the options beginning in July of 2006.

 

The Commissioners also met with Defiance County Engineer Warren Schlatter, Trustees from Hicksville Township and Mark Township along with Hicksville Mayor Larry Haver and Matt Gilroy with Economic Development.  The meeting was to discuss the options for additional development in their respective areas.

 

Several options were discussed that would best serve the interest of all entities.  There was discussion about zoning issues, traffic volume on county roads, infrastructure development and agricultural issues.

 

The Commissioners stressed the need for cooperation between both the Townships and the Village.

 

During the early portion of the general session, the Board of Commissioners called Chris Hamilton and Adam Hoff of R. D. Zande regarding the Airport Sewer Project.  They discussed the plans for the project which recently advertised. 

 

The bids will be open on Monday, July 3, 2006 at 10:30 a.m. at the office of the Defiance County Commissioners.  Chris indicated they have received approximately 10 proposals from both Electrical and General contractors.

 

The Board also met with Tim Houck, Environmental Services Director, Janet Spitnale, Purchasing Agent and Tom Lindgren, Finance Manager of Johns Manville regarding the contract for there current waste stream coming into the Defiance County Landfill.

 

The Commissioners presented a new contract for their review. Both Ms. Spitnale and Mr. Lindgren will review the new contract and bring it back before the Board of Commissioners at a later date.

 

Defiance County Administrator, Becky Wagner presented her weekly report to the Commissioners.

 

Becky discussed the boiler at the courthouse.  Becky has made inquiries as to the age of the boiler and advised the Commissioners the boiler is around 40 years old.  Becky also advised that the parts for the boiler are almost extinct.  There is currently one provider left for parts and they are very expensive.

 

Becky reported she spoke with Ken Richer from channel 26 to see if would be available to interview the Commissioners in early July regarding the courthouse options.  The interview would be aired the entire month of August.  Becky also asked Ken to keep an opening in October for a second showing on the courthouse.

 

Also discussed was the need for tree removal at Defiance County East.  There are some trees that need to be removed because they are either dead or diseased and could cause other trees to die if not removed.  The Commissioners looked at several quotes for tree and stump removal and approved a quote received from Auglaize Tree Service in the amount of $2,625.00.

 

The Commissioners met with the Investment Advisory Committee for 2nd quarter meeting.  Present was Defiance County Treasurer Karen Tubbs, Clerk of Courts Jean Ziegler, and Environmental Services Director Tim Houck. During the meeting, the Defiance County Investment Portfolio was approved.  The Landfill Closure and Post Closure Portfolios were also approved.

 

The Commissioners also met afterwards with Marlene J. Goodwin, Defiance County Auditor and Defiance County Treasurer Karen Tubbs to authorize the issuance of the Bond Anticipation Note for the purpose of constructing the Highland Ditch Improvement.  The Commissioners signed the necessary paperwork for issuance of the bond.
