NEWS RELEASE

 

 

The Board of Defiance County Commissioners met at 8:30 a.m. in the Conference Room of the Board of Defiance County Commissioners, 500 Court Street, Suite A, Defiance, Ohio  43512 on Monday, June 30, 2003.  The meeting was called to order by Thomas Kime, Chairman.  Present were Commissioners Thomas L. Kime, Otto L. Nicely and Richard L. Cromwell.  Also present was Becky Wagner, Administrator, Alison Grimes, Clerk and Joan Brown, Deputy Clerk.  Sherry Carnahan, Deputy Clerk – Fiscal, replaced Joan Brown for the 10:30 a.m. and the 2:00 p.m. meetings.     

 

 

8:30 a.m.        Russ Herman, County Chief Assistant Prosecuting Attorney and Dennis McKay, Job and Family Services Director, met with the Board regarding the One Stop/Opportunity Center facility on East Second Street.  The group reviewed the lease agreement prepared by the Prosecutor’s office  and discussed several modifications which were asked to be made before the Board signs the contract.

 

 

9:30 a.m.        General Session – Commissioners approved and signed various resolutions, contracts and documents, approved several travel requests, reviewed the agenda items and the calendar of events, discussed upcoming meetings and updated information for the calendar of events. 

 

 

10:00 a.m.      Gaylon Davis, County Engineer, scheduled to meet with the Board for his weekly update, cancelled his morning meeting as he was at the Bend Road project and would not be back in time. 

 

 

10:30 a.m.      Doug Zimmerman and Steve Flickinger, State Auditor’s Office; Mark Hopper, Public Safety Services; Gaylon Davis and Barb Harrington, County Engineer’s office and Marlene Goodwin, Sharon Scheuerman, Jill Little and Barb Lasek, County Auditor’s office, met with the Board to review information concerning the handling of and accounting for federal grant money.  Steve and Doug discussed the process and requirements for yearly auditing purposes when handling incoming federal grant funds.  Several new fund lines will be created through the Auditor’s office to handle the incoming/outgoing federal grant funds.   

 

 

2:00 p.m.        Doug Zimmerman and Steve Flickinger, State Auditor’s Office; Russ Herman, County Chief Assistant Prosecuting Attorney; Karen Tubbs, County Treasurer, Marlene Goodwin, Sharon Scheuerman, Barb Lasek and Jill Little, County Auditor’s office, and Mike Boff, Soil and Water Conservation, met with the Board to review information and requirements regarding a financial Rotary Fund for Soil and Water Conservation.  Occasionally it is difficult for the Treasurer to borrow money to pay for some of the smaller ditch projects because the necessary amount to borrow is too low to be profitable for the lender.  A Rotary Fund would allow money to be available to pay the contractor for construction/repair of the ditch; then

 

 

the fund would be reimbursed through landowners assessments.  The group discussed the pros and cons of amending the current Rotary Fund resolution, reviewed various options and tracking issues, and suggested different ideas to incorporate into the amended resolution which Russ Herman will draft and present to the Board for their review.
