OPENING:    

 

The regular meeting of the Board of Defiance County Commissioners was called to order at 8:030 a.m. on Monday, July 8, 2002, in the Conference Room of the Board of Defiance County Commissioners, 500 Court Street, Suite A, Defiance, Ohio  43512 by Chairman Otto L. Nicely.

C.                OPEN ISSUES/DISCUSSION

 

The Defiance County Humane Officer, Randy Vogel, submitted data for the month of June.  His office responded to 162 complaints, took 45 dogs to the Animal Shelter, issued 32 warnings and 5 citations and logged 1,844 miles.  1,680 pounds of euthanized animals were taken to the County Landfill.

 

D.        APPOINTMENTS

 

8:00 a.m.        Russ Herman, Chief Assistant Prosecuting Attorney, met with the Commissioners for an update on documents at his office pending review/approval.

 

8:30 a.m.        General Session

 

9:30 a.m.        Gaylon Davis, County Engineer, met with the Commissioners to present his weekly update.  Commissioners signed paperwork to award the 2002 Bridge Materials (Steel/Aluminum suppliers) Project to Contech Construction for Slough Road Bridge in the amount of $17,615.25.  A resolution will be prepared accepting this award for Thursday’s meeting.

 

 

 

Mr. Davis reviewed figures regarding the storm sewer improvements for Lake Christy Meadows.  Project costs are estimated at $121,653.00.  The Engineer’s office is covering

$18,228.00 of the total and the County’s portion will be $21,917.49.  The Ohio Public Works Commission is loaning the remaining $81,507.51 for the project with the payback as follows:

 

Engineer’s share                               $  8,082.51

Township share                                 $30,000.00

Parcel Owner share                          $43,425.00    

 

The group also briefly reviewed the KeyBank parking lot reconstruction project.  Bids are scheduled to be opened next Monday, July 15th at 9:30 a.m.

 

10:00 a.m.      Matt Cordonnier, Planner, Maumee Valley Planning Organization, scheduled for this time for a brief review of the status of the Ney Natural Gas Generator Project, cancelled and will reschedule for a later date. 

 

10:15 a.m.      Tim Houck, Landfill Manager, presented his monthly update at this time.  One of Tim’s supervisors, Art Sauber, will be retiring September 27th. Mr. Sauber oversees the CCNO work crews. 

 

Mr. Houck will be attending the summer DLP & R (Division of Litter Prevention and Recycling) Conference July 14th through the 17th.   He also noted that he and Bob Davis will be attending the annual SWANA Waste Con Conference in October to maintain their solid waste certifications.

 

Under Landfill business, Tim noted that the Landfill took in 32,078 tons of waste since the beginning of 2002.  Total cubic yards taken in totaled 120,262. 

 

Final cover construction is the next project slated for the Landfill.  It is scheduled to begin August 5th and will cover an area of about 3 acres. 

 

Eastman and Smith, the Landfill’s legal advisory firm, is monitoring the proposed new OEPA landfill rules. 

 

Grant writing is in progress for the 2003 DLP & R grant.  Paperwork for this is due August 31st.  The recycling program continues with no problems.  Tim noted that 1,200 students were reached during 52 litter/recycling presentations at area schools.   The 2002 goal for road collection is 905 miles – 481 miles have been cleaned so far this year.  

 

Tim also reminded the Commissioners of today’s 1:30 p.m. Solid Waste District meeting. 

 

1:30 p.m.        Commissioners attended the Four County Solid Waste District meeting, hosted by Defiance County, and held in the Commissioners’ Conference Room, Second Floor.  Fulton, Williams and Paulding County Commissioners were also in attendance.  The group reviewed the proposed 50-50 Ohio Recycling Market Development Grant.  District companies that have expressed interest in the grant are: Werlors, Inc, and Garden Ridge Nursery of Defiance and Haviland, Inc., Paulding.  Any other company that would like to participate, please contact the Environmental Services office at 784-5442. 

 

They also reviewed reports from the County Coordinators – Bob Davis, Defiance; Don Krieger, Fulton; Becky Suvar, Paulding and Kim Shoup, Williams.  The Board continues to work on the Solid Waste District re-write.  The Board reviewed a letter from Jean Wyse of the Williams County Health Department.

 

2:30 p.m. – The Public Hearing regarding the bonding of equipment for the new Defiance Hospital facility was held at this time.  Jason George, representing Peck, Shaffer and Williams, Columbus, presented information concerning the $1.8 million bond for an MRI

machine and a CT Scanner.  Russ Herman, County Chief Assistant Prosecuting Attorney, also in attendance, posed several questions regarding some of the documents before the

Commissioners approved and signed them.  CitiMortgage, Inc. is the financial entity purchasing the bonds.
