DEFIANCE COUNTY COMMISSIONERS

MONDAY, JULY 11, 2005

 

The Board of Defiance County Commissioners met in regular session at 8:30 a.m. in the Conference Room of the Board of Defiance County Commissioners, 500 Court Street, Suite A, Defiance, Ohio 43512 on Thursday, July 7, 2005.  The meeting was called to order by Chairman Otto L. Nicely.  Also present were Commissioners Thomas L. Kime and Richard L. Cromwell; Becky Wagner, Administrator; Alison Grimes, Clerk, and Joan Brown, Deputy Clerk.        

 

 

8:30 a.m.      Russ Herman, Assistant Prosecuting Attorney, met with the Board to update the Board regarding various documents pending his review and/or approval.  Mr. Herman is currently up-to-date on county documents.

 

 

9:00 a.m.      General Session      Commissioners approved and signed various resolutions, contracts and documents, approved several travel requests, reviewed the agenda items and the calendar of events, discussed upcoming meetings and updated information for the calendar of events.

 

 

10:00 a.m.    Warren Schlatter, County Engineer, presented his weekly update at this time.  He distributed his June Accumulated Revenue report which includes Permissive Tax, Motor Vehicle/License Tax, Gas Tax, and Court Fines.  June 2005 accumulated revenue totals $1,838,771 versus $1,857,384 in June of 2004.  Gas Tax is up over this time last year; but all other revenue lines are down. 

 

The Manville/Commerce Drive project is nearly, if not already, complete.  Crossover pipes are being replaced on the Bend Road and the road is still closed.  Arrowsmith Road should be open some time today.

 

Ted Penner, Noble Township Trustee, also stopped in briefly to ask Warren a question concerning an easement document he is working on regarding Route 24. 

 

 

10:30 a.m.    Bruce Clevenger, Barb Rohrs and Teresa Johnson of the OSU Extension Office, met with the Board to present their quarterly report. 

 

Barb reported first on Family and Consumer Sciences.  16 teachers attended an in-service offering current information and resources available from the Extension office for use in the classroom.  Money management resources, the new food pyramid, resources for teaching food safety and child care were distributed to teachers.

 

Parent enrichment classes for parents of young children were offered.  Discussion of ages and stages of growth, goals of misbehavior, encouraging positive behavior and preventing problems were covered in the three week program.

 

Teresa, the 4-H Program Coordinator, reported that 32 4-H advisors and 88 4-H youth received training regarding specific roles as an advisor or 4-H club officer. 

 

 

 

 

Experiences That Count is offered to first-time offenders aged 9-14.  The 8-week program includes activities to promote social and life skills in a 4-H club setting including: project completion, demonstrations and community service.  Five youth completed the program in June.

 

Finally, Bruce noted that, in conjunction with the County Safety Committee, confined space training was taught by OSU Extension personnel to county employees and volunteer fire departments.  The training reached 30 people who learned about hazard identification, gas monitoring and entry training.  This program is expected to become an annual training. 

 

As of May 19, the Farmer’s Market is again underway in Defiance County.  Times and locations are as follows:

 

          Defiance – Northtowne Mall – Thursday 3 to 6 p.m. and Saturday 9 to Noon

 

          Sherwood – old school property, State Route 127 – Friday 10 – 2 p.m.

 

The pork stand at the Fair is now going to be known as The Barn and Grill.  The change was made to include all food commodity groups such as pork, beef, poultry and dairy.  The Farm Bureau tent will be located next to The Barn and Grill to help educate consumers about Defiance County’s contribution to wholesome food products.

 

During April, May and June, more than 220 phone calls and personal visits were made to the county agriculture educator.  Additionally, Master Gardeners have assisted on 43 horticulture calls and samples.

 

 

11:00 a.m.    Patti Hopkins, Job and Family Services Eligibility Referral Supervisor, met with the Board to open bids for the TANF Youth Program.  Also attending the bid opening were:

Four County Career Center                    $  99,372.00

Archbold, Ohio

 

Quadco Rehabilitation Center                 $126,546.00

Stryker, Ohio

 

The bids were accepted as presented and will be awarded some time next week upon the recommendation of Dennis McKay, Job and Family Services Director.

 

 

1:30 p.m.      Tina Mohring, Family and Children First Council Director and Heather Huffman, Help Me Grow Coordinator, met with the Board to present a brief update.  Tina explained that 15 families (24 children) received FAST (Family and System Team) support dollars in the amount of $18,513.18. 

 

 

 

 

 

 

New officers for the Steering Committee are: Dennis McKay (Job and Family Services – Chairperson; John Kaylor (NW Ohio Educational Service Center) – Vice Chair; Barb Rohrs (OSU Extension Office) – Secretary; Becky Wagner (Commissioner’s Office) – Administrative Agent Representative; Cari Jimenez (Parent Representative) – At-Large Member; Don Knueve (Domestic Violence Task Force) – At-Large Member.  Another at-large member will be appointed at the next Steering Committee meeting.

Heather then reported on Help Me Grow activities.  She is working on putting a directory together noting services specific to children and families of Defiance County.  The Directory will include: Assistance Programs, Employment Services, Support Groups, Housing, Financial and Legal Assistance, plus education information.  It should be completed and printed by the end of July. 

 

Family Fun Day was held Sunday, June 26th at Riverside Park.  Approximately 40 families (90 people) attended and enjoyed face painting, games, food and received educational materials.

2:00 p.m.      Greg Reinhart, County Wastewater Operations and Ken Maag, Poggemeyer Design Group, met with the Board for a projects update.  The Board approved the installation of a chlorination tank at the Evergreen Lane Office Complex for $10,200.  Lingvai Excavating will perform the work.  Greg was asked to obtain several proposals to install fence around the tank for the Board’s review.

 

As ODOT is doing a road improvement in Brunersberg, a section of force main needs to be lowered.  Mr. Maag thought it is required to be lowered before the end of the year and the costs covered by the County.    

 

The Board also discussed the Express Sewer I and I report and noted the excessive amount of water running through the sewers after a rain.  A letter will be sent to Express Sewer residents asking them to check and assure that no sumps, downspouts or other pipes are discharging water into the Express Sewer.
