COUNTY COMMISSIONERS
MONDAY, JULY 12, 2010
The Board of Defiance County Commissioners met in regular session at
8:30 a.m. on Monday, July 12, 2010 in the Conference Room in the Commissioners
Office at 500 Court Street, Suite A, Defiance, Ohio
43512. Chairman James E. Harris,
Jr. called the meeting to
order. Also present were Commissioners Thomas L.
Kime and Otto L. Nicely, Laura Howell,
Administrator, Stephanie Metz, Clerk, and Lanie Miller, Deputy Clerk.
Anne Retcher, Williams County Commissioners’ Clerk, met with the
Commissioners to present Resolution #10-0385 – Maintenance Assessment for the
Duplicate year 2011 on Joint Ditch 401 Wise with Defiance County for
signatures.
Russ Herman, Defiance County Assistant Prosecuting Attorney, met with
the Commissioners for an update.
The Commissioners met in General Session and approved and signed
various resolutions, contracts and documents.
The Commissioners also reviewed the calendar of events and discussed
upcoming meetings.
Warren Schlatter,
Defiance County Engineer, met with the Commissioners for an update. Warren presented his June 2010 Accumulated
Revenue Report. Warren reported that to
date the accumulated revenue is $2,020,257.55 compared to $2,008,856.83 for
2009. Warren reported that the paving
contractor has completed their work and the Chip Sealing contractor will be
finishing this week. There is roadside
grading work being done on Powers Road. Openlander Road north of SR 18 is currently closed for a
bridge replacement.
Matt Davis, Maumee
Valley Planning Organization, met with the Commissioners to provide an update
on the Brownfield Project and the Neighborhood Stabilization Project. Matt reported that the Brownfield Steering
Committee has recommended submitted all three sites to the EPA for approval
with proceeding with the project. The
Commissioners approved the Steering Committee’s recommendation. Matt reported that the Neighborhood
Stabilization Project has been bid out twice and is coming in over budget. Matt is looking into other options for the
Project.
Sandy Schappert, Defiance County Child Support Enforcement Agency
Director, met with the Commissioners for a quarterly update. Sandy reported Collections of $1,844,079 for
April - May - June 2010, which is down approximately $52,000 from same period
last year. However, June 2010
collections were up approximately $12,000 from June of 2009. Sandy also reported the following: Reviewed
or modified 33 child support orders; 86 Paternities Established; 26 genetic
tests completed; 122 court or administrative hearings held; 36 Interstate
actions initiated to other states for enforcement or establishment of orders; 92
support orders established (which would include cash medical orders).
Defiance County General Health District recently submitted a semi-annual report of
the Bureau for Children with Medical Handicaps program. The following is a
brief description of the program, and the statistics for the first half of
2010. The Bureau for Children with
Medical Handicaps assists families whose children have a suspected or diagnosed
medical problem. A public health nurse at the health department is assigned to
each client enrolled into the BCMH program. Dealing
with the medical community can be a frightening and overwhelming experience. A
public health nurses' role is to ease the families' journey by assisting the
family with medical referrals, navigating medical bills, and determining the
overall needs of a family. The public health nurses' involvement with the
family is as involved as the family requests.
In the first half of 2010, 110 children were enrolled on the BCMH program. Defiance County General Health District
received $16,230 in payment from the Ohio Department of Health BCMH program. This money partially funds the time and
resources BCMH nurses utilize assisting families with
their needs.
Cecilia A.
Parsons, Defiance County Recorder, reported that during the month of June 2010,
the total instruments filed were as follows: 152 Deeds, 197 Mortgages, 210
Releases, 22 Liens, 3 Power of Attorney. There was $27,990.00 in total receipts, of
which $13,698.00 went to the Housing Trust Fund and $12,084.00 went to the
General Fund.
