The regular meeting of the Board of Defiance County Commissioners was called to order at 8:30 a.m. on Monday, July 15, 2002, in the Conference Room of the Board of Commissioners, 500 Court Street, Suite A, Defiance, Ohio  43512 by Chairman Otto L. Nicely.

D.        APPOINTMENTS

 

8:30 a.m.        General Session – Doug Rath, Wastewater Operations, stopped in to briefly review a list of equipment which he will be purchasing for use by his department.  The equipment will be utilized for county wastewater plant maintenance.  Some of the items he will be purchasing are: a gas detector, ventilator, tripod with winch, ph meter, magnetic finder, push camera, mobile radio and a truck crane.  Estimated cost for the equipment is $30,588.   

 

At 9:13 a.m., Commissioners entered EXECUTIVE SESSION regarding Personnel (ORC 121.22(G)(1)) and Collective Bargaining (ORC 121.22(G)(4)).

EXECUTIVE SESSION ended at 9:29 a.m.

 

9:30 a.m.        Gaylon Davis and Warren Schlatter, Defiance County Engineers office, met with the Commissioners to open bids for the renovations of the KeyBank/County parking lot. 

 

One bid was received:

 

Ward Construction                            $31,973.00

Leipsic, Ohio

 

The Engineer’s estimate is $30,049.00

Gaylon also noted that Bowman Road Bridge, between State Route 15 and State Route 66 has been closed for this week, for repaving.  Also, a slip on Watson Road will be rebuilt. 

 

Commissioners discussed the possibility of moving the Engineering department to the Key Bank building.  Gaylon and Warren will do a walk-through to see if the area is suitable and it can be remodeled for the Engineer’s use. 

 

Gaylon also submitted a purchase agreement between Defiance County and Mark and Patricia Baden to acquire land for a Department of Natural Resources fishing site at Maumee River on The Bend Road.   The land is approximately 2.446 acres, including the present road and is situated in Defiance County, Delaware Township, Section 27, Township 4 North, Range 3 East.  The County is purchasing the property because the current DNR site will be utilized in the replacement of the bridge.   The fishing area/park is being moved to the other side of the river (north side).  

 

 

Approve Land Purchase Agreement With Mark Baden for $10,500.00

Discussed the purchase of guard rail which will be installed at the Fairgrounds parking lot.  100” of guardrail and 3 men will be needed to install the railing at a cost of around $1,100.  The Engineer’s department will handle installation.

 

10:00 a.m.      Mary Ritter, Fiscal Supervisor, and Deb Bresnan, Assistant Director, Job and Family Services, met with the Commissioners to present the department’s monthly financial update.  Allocations for FY2003 are estimated to be $100,000 less than 2002.  Partnership Allocation services affected in some way will be food stamp employment and training, federal social services allocation, Medicaid, state operating allocation, quality allocation, and the federal food stamp allocation.  However, slight increases will be found in several children’s services programs. 

 

11:00 p.m.      Diane Mayer, Tina Hiler, and Joe Coressel, Defiance County Senior Services Center, met with the Commissioners with their monthly update.  As part of the Alzheimer’s Grant, the Senior Services Center is working with the Defiance Area TRIAD to create, print and distribute a resource guide for seniors.  Printing quotes are being obtained. 

 

The Laurels of Defiance has approximately 15 air conditioners that they would like to donate to senior citizens.  The Senior Services Center will assist in locating seniors who need an air conditioner. 

 

The Senior Center will be hosting a picnic Friday, July 26 at 11:30 a.m.  Games begin at 10:00 a.m.  The picnic will be held at Independence Dam State Park.

 

Senior Services’ staff will be taking the Red Cross CPR and Adult First Aid classes Friday, August 2nd at the Defiance Senior Center.

 

A vehicle rotation schedule is being created to keep better track of mileage, maintenance, repairs, etcetera.

 

The Area Office on Aging of Northwestern Ohio will conduct their annual Title III monitor at the Defiance Senior Services Center on Monday, July 22.

 

A trip to Put-In-Bay is scheduled for next week.   Tickets are $14.00 per person. Interested seniors should contact the Senior Services Center for more information.   

 

The Social Worker/Nurse, June Small, has retired and the position may need to be filled.  Diane will submit the legal ad for review before the position will be advertised.

 

7,896 meals were delivered last month. 

 

1:30 p.m.        Mark Hopper, Public Safety Services Coordinator and Mike Fahle, Bureau of Workers’ Compensation, Division of Occupational Safety and Health, met with the

 

 

Commissioners with information regarding the implementation of a safety committee.  Mr. Fahle assists other employers in establishing a safety committee and he will lend his

expertise to Defiance County to help in the creation of a safety committee.  BWC is focusing their assistance on public employers due to higher workers’ comp rate increases than the private sector.  BWC’s function is to teach employers how to recognize safety hazards and decrease the number of injuries or accidents within a company.  By establishing a Safety Committee, employees can work together to decrease safety hazards which in turn decreases accidents and thereby decreases Workers’ Comp rates.  The Commissioners will review the information presented before a decision is made.

 

At 2:15 p.m. Gaylon Davis, County Engineer, submitted his recommendation for the Parking Lot Renovation project.  He recommends the bid be awarded to the bidder, Ward Construction, Leipsic, Ohio for $31,973.00 as it is within the 10% bid limit.

At 2:15 p.m., Stan Searing and Jeff Hostetler, Workforce Development, stopped in to review facility expenses incurred at the One Stop.
