DEFIANCE COUNTY COMMISSIONERS

MONDAY, JULY 17, 2006

 

The Board of Defiance County Commissioners met in regular session at 8:30 a.m. in the Conference Room of the Board of Defiance County Commissioners, 500 Court Street, Suite A, Defiance, Ohio 43512 on Monday, July 17, 2006.  Chairman Thomas L. Kime called the meeting to order.  Also present were Commissioner’s Richard L. Cromwell, Otto Nicely, County Administrator Becky Wagner, Clerk Lyla Gurwell, and Deputy Clerk Joanne Goerlitz.

 

General Session – The Commissioners were presented with various resolutions and documents for approval.  Commissioners also reviewed agenda items, discussed upcoming meetings and reviewed and updated the calendar of events.

 

Help Me Grow, Heather Huffman, Project Director came in to introduce Debra Weber, who accepted the position of Service Coordinator.  Deb previously worked with Northwest Ohio Service Center.

 

Defiance County Treasurer, Karen Tubbs came in to sign General Purpose Bonds.  The Commissioners passed a resolution authorizing the issuance of $400,000 Bond Anticipation Notes for the Purpose of County Road and Bridge Repair. 

 

A second resolution was passed authorizing the issuance of $1,500,000 Bond Anticipation Notes for the purpose of acquiring and improving a building for county use and passed a resolution consolidating the two Bond Anticipation Notes.

 

Dr. Dave Nicholls, Superintendent of Four-County Career Center came in to discuss the Adult Education Programs and Funding for Four-County Career Center.

 

The Commissioners asked Dr. Nicholls to submit what other counties are doing as far as donations to the school as well as the number of Defiance County students they have had enrolled in past few years.  Dr. Nichols advised that they do not make any profit on their training.

 

The Commissioners will review the information when it is received and reschedule a meeting with Dr. Nicholls at a later date.

 

Defiance County Engineer, Warren Schlatter came in for his weekly update, Warren submitted two change orders for the Commissioners signatures.  The first change order represented the 2006 Issue II Paving of Various Roads contract in the amount of $31,926.58. 

 

One other change order presented to the Board of Commissioners corresponded to a change for the 2006 Paving of Various Roads contract in the amount of $29,678.13.

 

Warren attributed the increase of each contract to the increasing price of asphalt.

 

Warren also mentioned work crews will begin paving on Adams Ridge Road on July 17, 2006.  They will begin by laying asphalt down to level out designated areas and then begin the paving process.  Portions of Adams Ridge Road will be closed until the job is complete.  No specific timeline was given for the completion of this project, although it is weather permitting.            

 

Tim Houck, Defiance County Landfill Manager came in for a Bid Opening for Geo-composite Liner for 2006 Landfill Cover.

 

Tim received three bids for this project.  The first bid opened came from Quality Lining Company.  Their bid amount was $46,368.  The second bid opened came from GSE – Houston, Texas.  Their bid amount was $37,886.76.  The third bid came from Engineer Synthetic Products from Lilburn, Georgia.  Their bid was $40,017.16.  The Commissioners also advised Tim to check on State Bids to see how the price of material compared.

 

The Commissioners will take the bids under and issue an award at a later this week.

 

The Commissioners held a Public Hearing to act on a request submitted by the City of Defiance Administrator, Jeff Leonard to vacate Winn Road from Precision Way to Kibble Road, between section 27 & section 34 in Defiance Township, Defiance County, Ohio. 

 

There were no objections received during the hearing process, therefore the Board approved the Vacation of Winn Road.

 

The Commissioners also held a Public Hearing to act on a request submitted by Delaware Township Trustees to vacate Ashwood Road from the north right-of-way line of the proposed US24 project south to the Defiance County Line (approximately 1200’ between section 36 in Delaware Township and Section 31 Defiance Township), Defiance County Ohio.  The Delaware Township Trustees requested that the vacation take effect at the commencement of the US24 project.  The Vacations were both approved.

 

Wastewater Operations Director Greg Reinhart came in for his monthly update.  Greg reported he had to replace a blower motor at Middle Gordon Creek.

 

Also reported the meters were moved to Breckler Road from Defiance Metal Products and green Acres Mobile Home Park.

 

Greg also continues to work with the engineers on the Airport Sewer Project and is also working with consultants on rates for the New Kohl’s Department Store and the new Hospice Center.

 

Defiance County Assistant Prosecuting Attorney Russ Herman came in to discuss the upcoming Courthouse Tax Ballot Issue.  The Commissioners along with Mr. Herman discussed proposed language for the courthouse construction and/ or renovation that needs to be submitted to the Secretary of State in advance.  The final option must be chosen before this can be finalized.  Commissioners are waiting on public input before deciding on the exact language. 

 

Russ will submit the language for the resolution and consult with the Commissioners within the week.
