DEFIANCE COUNTY COMMISSIONERS

MONDAY, AUGUST 4, 2008

 

The Board of Defiance County Commissioners met in regular session at 8:30 a.m. on Monday, August 4, 2008 in the Conference Room in the Commissioners Office at 500 Court Street, Suite A, Defiance, Ohio 43512.  Chairman Thomas L. Kime called the meeting to order.  Also present were Commissioners James E. Harris, Jr. and Otto L. Nicely, Laura Howell, Administrator, Joanne Goerlitz, Acting Clerk and Julie Voll, Deputy Clerk. 

 

The Commissioners met in General Session and approved and signed various resolutions, contracts and documents.  The Commissioners also reviewed the calendar of events and discussed upcoming meetings.

 

The Commissioners received Jane Tadsen, Defiance County Recorder, report for July, 2008.  Jane reported to the Commissioners that during the month of July, 2008, there were 163 Deeds, 217 Mortgages, 248 Releases, 5 Leases, 7 Power of Attorneys and 1 Soldiers Discharge.  The total for the month of July, 2008 was $29,531.25 of which $14,521.00 went toward the Housing Trust Fund and $15,010.25 went toward the General Fund.

 

Warren Schlatter, Defiance County Engineer, met with the Commissioners for his weekly update.   Warren presented and reviewed his 2008 Accumulated Revenue Report with the Board.  Warren also updated the Board on road projects.  Warren noted that Stever Road, south of Evansport Road is now opened to the public. Stever Road was closed for bridge deck replacement.  Also, Defiance-Ayersville-Pleasant Bend Road between Dohoney Road and Defiance City Limits is scheduled for paving this Friday.  The Hicksville-Spencerville Project, between Casebeer-Miller Road and Ohio-Indiana State Line Road, is also tentatively scheduled to be paved this Friday.  Warren also noted that the west side of Flory Road is just about completed and the contractors will start on the east side of the road sometime this week.  The road has been closed since July 16, 2008 for bridge replacement.

 

Karen Tubbs, Defiance County Treasurer, along with Bill Scanlon, President of Productive Portfolios and Debbie Newman, Managing Director, met with the Commissioners for an update on Defiance County Investments.  An overview on what’s going on with the economy was discussed and also Defiance County’s investments were reviewed with the Board. 

 

Tony Saxton and Matt Gilroy of the Defiance County Airport Authority Board met with the Commissioners for an update.  Tony informed the Commissioners that it has been 10 months since hunting at the Defiance County Airport has ceased and noted that there is a serious deer/nuisance problem at the Airport.  The severity of the problem is worse than it has been.  There are daily encounters with deer and discussed ways to best alleviate the problem before an accident or injury occurs at the Airport.  Tony noted that as fall approaches the situation will become worse. This is a major safety concern and the Commissioners feel that that something needs to be done now.  The Airport Authority Board will discuss this matter at their next Airport Board meeting on August 14th and will come up with recommendations for controlling deer at the Airport and will bring back their plan to the Commissioners for review.  Matt discussed funding for the Taxiway Grading, Drainage and Pavement Project.  Matt noted that the Airport will receive a Grant from ODOT in the amount of $97,500.00 leaving a balance of $130,905.00 that is needed for the project.  The Commissioners will call Senator Buehrer to discuss the possibility of additional funding for the project.

 

 

Jack Graf, Director of Defiance County Job & Family Services, met with the Commissioners to discuss amending Job & Family Services Prevention, Retention and Contingency Plan (PRC). The PRC Plan is short-term assistance to assist families with growth and financial well-being.   During the meeting, the Commissioners approved the changes to the Plan as presented by the Director and is in compliance with Chapter 5108 of the Ohio Revised Code.
