The Board of Defiance County Commissioners met in regular session at 8:30
a.m. on Thursday, August 5, 2010 in the Hicksville Village Council Room,
Hicksville, Ohio. Chairman James E. Harris,
Jr. called the meeting to
order. Also present were Commissioners Otto L. Nicely
and Thomas L. Kime, Laura Howell, Administrator, Stephanie Metz, Clerk, and
Lanie Miller, Deputy Clerk.
Donna Collins, met with the Commissioners
with some concerns she had with the Commissioners buying a house in
Hicksville. The Board explained that the
house was bought through the Neighborhood Stabilization Program, which is
funded by federal stimulus money and managed by Maumee Valley Planning
Organization. The purpose of the program
is to purchase a house that needs work, complete the work and then sell it with
low financing to a low-income family.
The funds from the sale of the house will be put back into the program
to do the same thing again to revitalize a neighborhood.
The Commissioners met in General Session and approved and signed
various resolutions, contracts and documents.
The Commissioners also reviewed the calendar of events and discussed
upcoming meetings.
Laura Howell, Defiance County Administrator,
met with the Commissioners for her weekly report and project updates. Laura provided the following department
updates:

Family
& Children First Council. Julie Voll
reported that Defiance, Fulton, Henry, Putnam and Williams County’s Family
& Children First Councils hosted Wraparound Facilitator training last week
with national wraparound trainer Pat Miles from Gresham, Oregon. Wraparound is a team-based process to plan
and implement services and supports for children and families with unmet
needs. 109 people attended the 3 hour
overview and 42 participated in the entire 2 ˝ day training.

Wastewater. Greg Reinhart reported that they replaced the
grinder pump on Oak Forest, pumped Beldens and worked on the Evansport return
sludge line.
Laura informed the Board that Fechko, Auglaize Sewer lagoon contractor, is boring under SR 111 for the outfall sewer, next week they will start stripping topsoil at the lagoon site. Underground Utilities, Auglaize Sewer Sanitary Sewer contractor, is continuing to install services under Power Dam Road.
Julie Rittenhouse, Defiance
County Public Safety Services Director, met with the Commissioners for an
update. Julie reported that the State
Homeland Security Program Grant for FY 2008 has a balance of $19,094.14. This will need to be utilized before the FY
2009 Grant in the amount of $55,971.52 is utilized. The FY 2010 Emergency Management
Performance Grant was awarded in July in the amount of $48,434.00; this grant
is a 50% match to enhance emergency management and catastrophic capabilities
through strengthened national and regional relationships and the allocation of
resources toward all-hazards planning, including maintaining current hazard
mitigation plans.
