DEFIANCE COUNTY COMMISSIONERS

MONDAY, AUGUST 14, 2006

 

 

The Board of Defiance County Commissioners met in regular session at 8:30 a.m. in the Conference Room of the Board of Defiance County Commissioners, 500 Court Street, Suite A, Defiance, Ohio 43512 on Monday, August 14, 2006.  Chairman Thomas L. Kime called the meeting to order.  Also present were Commissioners Richard L. Cromwell, Otto L. Nicely, County Administrator Becky Wagner, and Deputy Clerk Joanne Goerlitz.

 

General Session – The Commissioners were presented with various resolutions and documents for approval.  Commissioners also reviewed agenda items, discussed upcoming meetings and reviewed and updated the calendar of events.

 

The Commissioners received Grant Agreement documents from the US Department of Transportation Federal Aviation Administration.  The Grant is for the Defiance County Regional Airport Authority to construct utilities (sanitary sewer) and install Runway 12/30 lighting.  The maximum obligation of the United Sates payable under this Grant Offer is $171,689.00 for airport development.  The allowable cost of the sanitary sewer included in the project is not to exceed $141.469.  The documents were sent to the Prosecutor’s office for review and approval.

 

Warren Schlatter, County Engineer, met with the Board to open bids for 2006 Bulk Ice Control Salt for use in the county highway system for the 2006-2007 Winter Season.  The following bids were received:  American Rock Salt Co., LLC, Mt. Morris, NY – no bid submitted; North American Salt Company, Overland Park, KS - $39.50/ton Dump Truck Delivery; Morton Salt, Chicago, IL - $45.89/ton Dump Truck Delivery; Cargill Inc. Deicing Technology, North Olmsted, OH - $39.30/ton Dump Truck Delivery and $42.80 Piler Delivery; Detroit Salt Company, Detroit, MI $46.00/ton Dump Truck Delivery.  The Commissioners accepted the bid proposals for further consideration and will be awarded at a later date.

 

Warren Schlatter discussed with the Commissioners hazardous obstructions on public right-of-ways on county roads that need to be eliminated.  Warren will prepare a list of the obstructions for the Commissioners to review.

 

Warren reported that the two Fountain Street Bridges have been paved and will be putting up guardrails today.  The road is expected to re-open by August 15th.  Warren also, reported that work is continuing to progress on the Elliott Road Project.  The pavers should be back on Elliott Road by this Friday or Monday of next week to finish the intermediate course and shortly thereafter to start on the surface course.  Warren informed the Commissioners that the first round of pavement markings should begin Wednesday of this week.    

 

The Commissioners held the second Public Hearing at the Defiance County Public Safety Services Building in Brunersburg.  The purpose of the hearing is to request a Countywide Sales and Use tax Increase of ½% for 4 years, then reduced to ¼% for either 4 or 7 years to provide additional revenue for the acquisition, construction/renovation, equipping, and/or repair of the Defiance County Courthouse and related parking, pursuant to Revised Code Section 5739.026(A)(5).  The Sales and Use Tax Increase will be proposed on the November election ballot.

 

The Commissioners along with the Defiance County Administrator, Defiance County Records Center Clerk, Defiance County Clerk of Courts and Bob Arend, Arend Enterprises, traveled to Bryan to tour the Williams County Records Center and to view their imaging system for document management needs.
